About The Position

The Contract Compliance Manager is responsible for vendor management, vendor performance monitoring, contract management, legal compliance, operational efficiency, and strategic alignment. This role plays a critical function in MSF-USA by directing and overseeing the full lifecycle of contracts—ensuring risks are minimized, services operate smoothly, and systems function efficiently. The Contract Compliance Manager will ensure that all contracts and vendor relationships adhere to organizational policies and legal requirements while also improving access, visibility, and accountability across teams.

Requirements

  • Bachelor's degree in business administration, supply chain, legal studies, or related field preferred; equivalent work experience considered
  • Minimum 5 years of experience in contract compliance, procurement, vendor management, or legal operations
  • Proven experience using, modifying, and optimizing digital contract lifecycle management (CLM) systems
  • Strong working knowledge of contract review processes, approval workflows, and document control
  • Familiarity with legal risk considerations, especially concerning data protection (e.g., PCI, PII) and vendor liability
  • Demonstrated ability to build effective cross-functional relationships across Legal, Finance, Procurement, and Programs
  • High attention to detail, accuracy, and documentation.
  • Excellent communication and interpersonal skills, especially in resolving conflict or clarifying terms

Responsibilities

  • Manage relationships with existing vendors, particularly during disputes.
  • Oversee vendor onboarding and offboarding using established digital systems.
  • Ensure that contractual obligations are fulfilled by both vendors and MSF-USA, including data/document transfers at contract close.
  • Track and analyze performance metrics (e.g., delivery timeliness, quality, cost variations).
  • Ensure vendor Service Level Agreements (SLAs) are monitored and met.
  • Initiate corrective actions as needed.
  • Develop, manage, and optimize the contract lifecycle management platform.
  • Set up templates and approval workflows to streamline contract processes.
  • Serve as the main point of contact between internal contract owners and vendors.
  • Determine the level of legal review based on vendor service type and associated risks.
  • Ensure that contractual language protects MSF-USA and meets legal standards.
  • Focus on contracts involving sensitive data, PII, and PCI compliance.
  • Leverage digital tools to streamline workflows and reduce manual burden.
  • Maintain secure contract repositories accessible to legal, finance, executive, and audit teams.
  • Drive future digital adoption of contract lifecycle tools and automation.
  • Develop and implement procedures and policies to ensure all contracts align with MSF-USA’s strategic goals.
  • Establish standards for accountability, compliance, and risk mitigation.
  • Uses analytical skills to compare vendor performance and detect risk patterns.
  • Applies innovative thinking to optimize current systems and recommend new ones when needed.
  • Shows adaptability and flexibility as the department grows and evolves.
  • Demonstrates initiative by proactively identifying areas for improvement.
  • Exercises resilience in refining imperfect systems until they are efficient and sustainable.
  • Works collaboratively as a core member of the procurement team.
