About The Position

This position enhances the safety of the traveling public through performance of plan reviews, field reviews, and Maintenance of Traffic (MOT) expertise. The duties associated with this position during the Pre-Bid Question and Answer (Q&A) phase for monthly lettings ensures that the Department’s plans and specifications are of high quality and accurate to facilitate fair and competitive bidding by the Contracting industry.

Requirements

  • Knowledge of road and bridge construction
  • Knowledge of Florida Department of Transportation Standard Specifications for road and bridge construction
  • Knowledge of FDOT Construction Project Administration Manual (CPAM).
  • Knowledge of project engineering, scheduling, and management
  • Knowledge of engineering principles and applications
  • Skilled in computer software applications
  • Ability to communicate effectively orally and in writing
  • Ability to read and interpret construction plans and contracts
  • Ability to organize and maintain files
  • Ability to read and interpret roadway and traffic design standards
  • Ability to organize, plan and conduct various meetings
  • Valid Class E Driver’s License.
  • A high school diploma or its equivalent; 2 years experience in a related field can substitute for the high school diploma or equivalency.
  • This position requires a valid Class E driver license with an acceptable driving record in accordance with the Department’s Driver’s Record Requirements Policy.

Responsibilities

  • Assist the District Construction Services Engineer by coordinating the Construction Work Program and ensuring proper contract administration of all construction activities as required by the District Construction Office.
  • Conducts quality assurance field reviews of construction projects to ensure conformity with plans and specifications.
  • Performs periodic inspections (day and night) on a representative number of projects (In House and Consultant Construction Engineering and Inspection (CCEI) in each center.
  • Advises project administrators of necessary revisions to correct deficiencies.
  • Conducts quality assurance field reviews of inspection staff utilizing the Quality Assurance/Quality Control (QA/QC) critical guidelists on several projects.
  • Attends design scoping, phase review, utility coordination, and other meetings with emphasis related to Temporary Traffic Control Plans (TTCP) and maintenance of traffic implementation for the safety of both pedestrians and vehicular traffic.
  • Provides comments at all phases of design concerning biddability, construability and maintenance of traffic.
  • Coordinates the resolution of construction issues with the Engineer of Record and the Design Project Manager and escalates unresolved issues as needed.
  • Coordinate and maintain a tracking system to accurately identify and assign responsibility for all Premium Costs and Errors and Omissions.
  • Develops tentative construction schedules recognizing overlapping activities, to determine how much contract time is needed, and what conditions control.
  • Identifies specific critical milestones to be accomplished within the contract.
  • Computes allowable contract time, and indicate any special provisions to be included, to the Production division for inclusion in the construction contract plans package.
  • Responds to all bidders’ questions via the Central Office of Construction webpage.
  • Represents the District Construction Office on Construction Engineering and Inspection (CEI) and Design Build Technical Review Committees and assists with the Design Build Request for Proposal (RFP) development by providing input and construction criteria for incorporation.
  • Coordinates and assist operation centers and CCEI’s in the scheduling of DRB hearings and the preparation of position papers for DRB hearings related to construction disputes.
  • Assist in the selection of DRB members for contracts that include DRB’s.
  • Receives, reviews and makes recommendations for approval/disapproval of documents such as engineering Analysis Reports, Disposition of Defective materials, etc.
  • Provides determination of federal aid participation for supplemental agreements and other contractual changes.
  • Answers questions from the general public pertaining to projects under construction.
