About The Position

The Construction Surveillance Technician (CST), assigned to a high-profile client site, is responsible for monitoring both cleared and un-cleared personnel to ensure that no clandestine electronic eavesdropping equipment, destructive devices, or unauthorized building materials are installed in the building during all phases of construction. ESSENTIAL FUNCTIONS The functions listed describe the business purpose of this job. Specific duties or tasks may vary and be documented separately. Requirements

  • U.S Citizenship preferred
  • At least 18 years of age.
  • Ability to obtain a Top Secret clearance. Ability to acquire and maintain any other required clearances and/or access requirements.
  • High School Diploma or G.E.D
  • Two (2) years of experience as a CST for U.S. Government construction security projects
  • Completion of a U.S. Government-approved CST training course
  • Must be able to meet and continue to meet any applicable state, county and municipal licensing requirements for the position.
  • Capable of independent decision-making, possess a high degree of individual initiative, and be able to function with minimal supervision
  • Knowledge of or ability to learn security operations and procedures.
  • Ability to see, hear, speak, and write clearly in order to communicate with employees and clients.
  • Ability to write routine correspondence, including logs and reports.
  • Ability to carry out instructions furnished in written, oral, or diagrammatic form.
  • Ability to be an effective team member.
  • Ability to maintain professional composure when dealing with unusual circumstances.
  • Ability to adapt to changes in the external environment and organization.
  • Strong organizational skills.
  • Ability to provide high-quality customer service.

Responsibilities

  • Monitor, observe, and interact with the construction workers as they accomplish their various tasks to preclude the introduction of electronic, electrical, mechanical, or any other type of hostile surveillance monitoring devices into finished construction.
  • Screen all equipment, materials, and furnishings destined for use in the controlled construction area, using X-ray machines and any and all other methods of examination as outlined in the requirements and approved by the government.
  • Operate proposed inspection equipment.
  • Utilize knowledge of all construction disciplines, including civil architectural, mechanical, electrical, and electronic engineering principles.
  • Read and analyze designs and blueprints and recognize the architect's intended use.
  • Analyze designs and structural complexities for ulterior purposes not intended by the architect.
  • Exercise knowledge of Intelligence Community Directive 705 (ICD 705) standards, technical surveillance countermeasures (TSCM), construction principles, and the types of devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance.
  • Write detailed reports in English and complete the analyses of issues, findings, and security situations that require staff action.
  • Maintain daily logs during their tour of duty.
  • Other duties of similar scope and nature as assigned.
