About The Position

IDS is seeking Construction Surveillance Technicians (CSTs) to support secure construction operations at sensitive facilities in Colorado. CSTs are responsible for conducting continuous security monitoring, inspections, and surveillance of construction activities to deter technical penetrations and prevent the introduction of prohibited or clandestine collection devices. CSTs supplement site access controls, monitor construction personnel and materials, and ensure all construction activities comply with approved Construction Security Plans (CSPs), ICD 705 requirements, and project design documentation. CSTs report directly to the Site Security Manager (SSM) and are responsible for timely reporting of all security incidents, anomalies, and concerns. Staffing levels may fluctuate based on construction progress but will not exceed seven (7) CSTs during construction hours. Two CSTs may serve as Lead CSTs—one supporting data hall operations and one supporting office construction activities.

Requirements

  • U.S. Citizenship required.
  • Successful completion of the Department of State Construction Surveillance Technician training course (SE‑631) or an equivalent approved course (training certificate and resume required).
  • Trained and proficient in the use of all equipment associated with CST duties, including inspection and surveillance tools.
  • Physically capable of performing duties in all weather conditions, including walking long distances, climbing ladders and stairs, working on elevated platforms, standing for extended periods, and maneuvering around construction obstacles and equipment.
  • Ability to follow written procedures and operate in secure, controlled construction environments.
  • Strong attention to detail and ability to document observations accurately and thoroughly.

Nice To Haves

  • Minimum five (5) years of experience as a Construction Surveillance Technician.
  • Demonstrated experience supporting complex or sensitive construction environments.
  • Ability to provide technical guidance and day‑to‑day coordination support to CST staff.
  • Proven reliability and leadership in executing security inspection and surveillance requirements.

Responsibilities

  • Conduct continuous surveillance of construction activities and uncleared workers to detect and report anomalies or suspicious behavior.
  • Supplement site access controls by implementing screening and inspection procedures for personnel, materials, and equipment.
  • Screen construction workers for prohibited items and hazards and immediately report findings to the SSM.
  • Randomly inspect and examine construction materials for prohibited items, hazards, or anomalies and document results accordingly.
  • Inspect construction work for compliance with project design documents, ICD 705 technical specifications, and approved security requirements.
  • Conduct inspections of construction areas for potential clandestine collection hazards and report all findings to the SSM.
  • Ensure all construction work is performed in compliance with ICD 705 standards and the CSP; immediately report any deviations.
  • Clear and secure assigned construction areas prior to departing each day.
  • Complete daily activity reports and maintain accurate logs documenting inspections, surveillance activities, and incidents.
  • Immediately report 100% of security incidents, issues, or concerns to the SSM upon detection.
  • Maintain daily photographs, logs, and incident documentation; a minimum of 25 photographs per day is required, capturing inspected materials, construction progress, and anomalies.
