Requirements

  • Four (4) year degree in Architecture, Engineering, Construction Management, Construction Technology, Business, or related field and minimum seven (7) years of field construction experience performing Construction Management, Construction Administration, or Quality Assurance functions
  • OR Minimum fifteen (15) years of field construction experience performing Construction Management, Construction Administration, or Quality Assurance functions in lieu of degree
  • Minimum seven (7) years of field experience performing construction management or construction oversight services of commercial, industrial, or institutional facilities. Residential experience will not be considered
  • Experience providing construction-phase project management support for renovation, infrastructure, and construction projects through the design and construction delivery process.
  • Experience coordinating with owners, facility stakeholders, building occupants, architect-engineers, and construction contractors to support project execution and maintain alignment on project priorities.
  • Experience monitoring project financial data, budgetary cost accounting, obligations, disbursements, balances, and projected costs to complete.
  • Experience supporting construction contract change order administration, including cost estimate support, review of contractor cost proposals, and preparation of change documentation for Government review.
  • Experience reviewing contractor pay applications and comparing work completed against work billed, current obligations, and project budget status.
  • Experience maintaining and monitoring construction schedules, identifying schedule slippages, documenting schedule impacts, and recommending corrective actions or recovery measures.
  • Experience facilitating, attending, and documenting recurring project meetings, including meeting coordination, action item follow-up, and communication with project stakeholders.
  • Experience maintaining project records related to field occurrences, contract matters, construction documentation, correspondence, and as-built drawings.
  • Experience supporting issue resolution by evaluating impacts to scope, schedule, cost, and level of effort and providing recommendations to project leadership.
  • Experience tracking contract-required tests and inspections, monitoring testing and inspection activities, and identifying discrepancies or non-conforming work for Government awareness.
  • Experience performing routine field reviews of construction progress, documenting defects and omissions, and supporting corrective action through project completion and closeout.
  • Experience supporting commissioning activities in coordination with the Commissioning Agent, contractor, and project stakeholders.
  • Experience supporting Requests for Information (RFIs), closeout submittals, operational and maintenance data review, and other construction administration deliverables.
  • Experience preparing or supporting required project reporting and deliverables, including Project Management Plans, meeting documentation, Project Tracking Reports, schedule reviews, and cost estimate review support.
  • Experience supporting claims avoidance, claims analysis, dispute documentation, or related project risk resolution activities is strongly relevant.
  • Experience supporting Design-Bid-Build and/or Design-Build construction delivery environments is relevant to the work under this requirement.
  • Ability to provide three (3) relevant project examples of similar scope and complexity
  • Must be a U.S. citizen
  • Must be able to obtain and maintain a favorable National Agency Check (NACI)
  • Completion of OSHA 30 certification (or ability to obtain within 60 days of Notice to Proceed)
  • Ability to support onsite work at the St. Louis Health Care System, including alternating coverage between the John Cochran and Jefferson Barracks campuses

Nice To Haves

  • Federal construction project experience, with Department of Veterans Affairs (VA) project experience strongly preferred.
  • Healthcare construction experience, particularly experience supporting projects at VA medical centers or similarly regulated, continuously operating healthcare facilities.
  • Experience supporting Non-Recurring Maintenance (NRM), infrastructure upgrade, renovation, or comparable facility improvement projects in active operational environments.
  • Experience supporting Design-Bid-Build and/or Design-Build project delivery environments.
  • Familiarity with VA construction standards, policies, and design requirements, including work performed in alignment with applicable codes, regulations, standards, and VA Technical Information Library guidance.
  • Experience coordinating with Authority Having Jurisdiction (AHJ) stakeholders, compliance committees, and multidisciplinary project teams to resolve standards conflicts and move projects forward.
  • Experience using or supporting VA construction/project tracking systems and reporting environments, including project tracking reports, schedule review documentation, and other required electronic deliverables.
  • Experience supporting projects with significant schedule control, budget tracking, change management, pay application review, and issue resolution requirements.
  • Experience supporting testing and inspection tracking, commissioning activities, closeout documentation, and as-built management on construction projects.
  • Experience supporting claims avoidance, dispute documentation, or construction conflict resolution on complex projects is preferred

Responsibilities

  • Provide construction-phase project management support for assigned VA Non-Recurring Maintenance (NRM) infrastructure projects in coordination with VA stakeholders, building occupants, architect-engineers, and construction contractors.
  • Represent the Government project team in a professional manner and provide sound management advice regarding project execution, schedule, budget, and overall project status.
  • Monitor project financial data, budgetary cost accounting, obligations, disbursements, balances, and projected costs to complete, and promptly notify the COR of material cost concerns.
  • Support construction contract change order administration, including cost estimate support, review of contractor cost proposals, and preparation of supporting documentation for COR review.
  • Review contractor pay applications and compare work completed versus work billed, project budgets, and current obligations for COR awareness and follow-up.
  • Maintain and monitor current project schedules, compare progress against contractor schedules, identify schedule slippages, and provide recommendations for corrective action and critical path prioritization.
  • Prepare and maintain daily inspection logs and other project records documenting work activities, schedule impacts, and notable field conditions.
  • Conduct, support, and document weekly or bi-weekly progress meetings, including agenda support, meeting minutes, action item tracking, and follow-up on Government actions.
  • Maintain thorough records of project issues, field occurrences, and construction-related matters, and support issue resolution by analyzing impacts to scope, schedule, cost, and level of effort.
  • Track required project tests and inspections, monitor testing and inspection activities, and report discrepancies or non-conforming conditions to the COR and CO as appropriate.
  • Support commissioning activities in coordination with the Commissioning Agent and General Contractor.
  • Maintain project documentation, correspondence, marked-up drawings, and as-built records, and support orderly management of construction administration files and data.
  • Perform routine field reviews of construction progress, identify work requiring correction, compile defect and omission lists, and support resolution through closeout.
  • Support review and coordination of Requests for Information (RFIs), operational and maintenance data, closeout submittals, and owner-furnished equipment as directed.
  • Assist with development and maintenance of required project deliverables, including the Project Management Plan, meeting documentation, Project Tracking Reports, schedule review documentation, cost estimate reports, and other contract-required submissions.
  • Assist with NRM project package development for FORCE submissions when applicable, including support for Statements of Work, Requests for Proposals, and cost estimates.
  • Support claims avoidance, claims analysis, and dispute resolution activities by maintaining documentation, preparing supporting information, and assisting with schedule, cost, and risk analyses as needed.
  • Work within the limits of a non-personal services contract and coordinate closely with the COR without performing inherently governmental functions such as approving changes, accepting or rejecting work, or issuing binding contractual direction.
