About The Position

This mid-level management role will oversee large heavy civil construction projects in the $50M to $300M range, involving new, reconstructed and widened facilities from start to finish. You will lead the project team through initial planning, budgeting, and scheduling and overall project startup procedures, then drive execution and successful completion of projects. These projects will include highways, interstate roadways, rail transit and other large transportation or civil development work sites. In this role, you are accountable for ensuring each project is delivered safely on schedule, within budget, and to the highest quality standards. You'll coordinate closely with construction managers, project engineers, subcontractors, material suppliers, joint venture partners and owner representatives, while maintaining strict compliance with safety regulations, environmental standards, and contract requirements. This position is both strategic and hands on, perfect for a leader who can manage the big picture while attending to critical details that keep complex projects on track.

Requirements

  • Bachelor's degree in Civil Engineering, Construction Management, or a related field is required. Field operation experience will be credited towards education on a case by case basis.
  • Minimum of 15 years of civil construction industry experience, including at least 5 years in a Project Manager, Segment Manager, and/or Area Manager role on heavy civil projects. (Experience with DOT/public infrastructure projects is highly preferred.)
  • Proven track record in successfully managing heavy civil construction projects from start to finish. Familiarity with UDOT or other DOT project procedures, specifications, and standards is required.
  • Proficiency in construction management software and tools. This includes project scheduling software (e.g. Primavera P6, Microsoft Project) and project management platforms (e.g. HCSS, Bid2Win or similar). Strong computer skills in MS Office suite required.
  • Demonstrate 3-5 years of administrative and management experience in Alternative Delivery methods (e.g., Design-Build, CMAR, Progressive Design-Build), including responsibility for project documentation, estimating support, contract compliance, and coordination across multi-disciplinary teams.
  • Solid understanding of construction methods, civil engineering principles, earthwork operations, asphalt paving, underground utility installation and industry best practices. Ability to read and interpret plans, specifications, and technical drawings.
  • Excellent leadership and team management abilities. Strong verbal and written communication skills to effectively liaise with project teams, clients, subcontractors, and regulatory agencies.
  • Sharp organizational, analytical, and problem-solving skills. Demonstrated capacity to make informed decisions, multitask, and adapt in a fast-paced field environment.
  • Knowledge of safety and environmental regulations in construction. A strong safety record and the ability to enforce safe work practices on-site.
  • Valid driver's license and an acceptable driving record (ability to travel to job sites throughout Utah).

Responsibilities

  • Project Planning & Scheduling: Develop comprehensive project plans and construction schedules to meet contract milestones and client expectations.
  • Financial Management: Manage project budgets, forecast costs, and control expenditures. Track project financial performance, development and approval of invoices and change orders, and take corrective actions to ensure profitability and cost control.
  • Team Leadership: Lead, mentor, and motivate the project team ensuring growth opportunities and retention of the teams you lead. Foster a culture of safety, accountability, and collaboration, ensuring all team members understand their roles and responsibilities. This extends to potential joint venture partnerships.
  • Subcontractor & Vendor Coordination: Select and oversee subcontractors and suppliers. Negotiate subcontracts, manage subcontractor performance, and while working with Quality Control and Quality Assurance personnel, ensure all work aligns with project specifications, quality standards, and schedules.
  • Contract & Project Administration: Responsible for all aspects of contract administration and documentation. Prepare, submit, and track RFIs, submittals, change orders, and progress payments. Maintain thorough project records and ensure compliance with contract terms and regulatory requirements throughout the project lifecycle.
  • Safety & Environmental Compliance: Enforce Staker Parson's safety program and champion a safety-first mentality on every job site. Ensure all project activities comply with OSHA standards, company safety policies, and environmental regulations. Promptly address any safety issues and conduct regular safety meetings/inspections.
  • Quality Control: Implement and oversee quality assurance/quality control plans for concrete work and other project components. Verify that all construction work meets design specifications, industry standards, and DOT requirements, especially for structural concrete and roadway projects.
  • Client & Stakeholder Relations: Serve as a primary point of contact for project owners, DOT officials, engineers, and other stakeholders. Provide regular status updates, conduct project meetings, and ensure client satisfaction through responsive communication and professional relationship management.
  • Problem Solving & Risk Management: Proactively identify potential risks, challenges, or conflicts in project execution. Develop mitigation strategies and solve problems efficiently to prevent delays or cost overruns. Resolve field issues and design discrepancies in coordination with engineers and project team members.
  • Project Closeout: Oversee project closeout and turnover. Manage final inspections, punch lists, and as built documentation. Ensure a smooth handover of the completed project to the client, and internally capture lessons learned for continuous improvement.
  • Project Procurement: Periodically assist in the capture of large projects (+$50M) and Alternative Delivery projects such as Design Build, Progressive Design Build, CMGC & CMAR. Procurement assistance through participation in estimating efforts, design development and review, technical proposal development and review and pursuit management level activities.
