About The Position

ISI is seeking a highly experienced Program-Level Construction Manager with deep expertise in federal vertical construction and enterprise-level program delivery to provide Owner’s Representative construction management services to a DoD client. The Program Manager will support a DOD client overseeing a portfolio of ongoing minor construction and renovation projects, typically ranging in value from $100,000 up to $2.5 million each and managed concurrently. The Program Manager will provide a wide range of construction program support services to assist the DOD client in the full lifecycle of capital project delivery—from strategic planning, scope definition, and IGCE development through execution, closeout, and enterprise-level reporting. The position will support senior government leadership and coordinate with fellow contractor project managers and functional staff as part of a larger, integrated construction program. The ability to lead with minimal oversight, deliver high-quality executive-level work products, and provide mentorship to junior and mid-level teammates is essential. ISI is seeking an individual who brings strong analytical capability, excels at cross-functional coordination, and can synthesize technical project data into actionable strategic insights.

Requirements

  • Bachelor’s Degree in Construction Management, Engineering, Architecture, Science, or Mathematics, and twenty (20) years of construction management experience.
  • OR
  • Education may be substituted with an ACTIVE General Contractor/Construction Trades license and 30+ years of construction experience
  • Must be able to pass and maintain a Public Trust clearance (HSPD-12 fingerprint background check).

Nice To Haves

  • Pentagon WHS experience is highly sought after.
  • Experience with the Pentagon, DoD, USACE, or NAVFAC is highly preferred.

Responsibilities

  • Oversees a portfolio of concurrent capital and renovation projects ranging in value from $100,000 up to $2.5 million each. Provides enterprise-level coordination of IDIQ task orders, design-build awards, Job Order Contracts, and in-house scopes executed across multiple fiscal years.
  • Supports strategic planning and budgeting efforts, including the development of out-year program requirements, risk-adjusted forecasts, and recommendations for capital prioritization. Coordinates closely with Government leadership to align construction execution with mission needs and funding strategies.
  • Leads or supports the development and review of acquisition documentation such as Performance Work Statements (PWS), Independent Government Cost Estimates (IGCEs), evaluation criteria, and draft RFPs. Ensures documentation complies with WHS policy, UFC criteria, and FAR/DFAR guidance.
  • Oversees portfolio-level construction performance tracking through earned value management (EVM), performance curves, and CPM-based schedule analytics. Synthesizes performance data into program-level assessments and supports continuous improvement across contractor teams.
  • Develops and maintains dynamic executive reporting tools, dashboards, and briefing materials using Excel and Power BI. Translates technical project data into actionable insights for senior Government stakeholders to support informed decision-making.
  • Participates in organizational assessments, post-occupancy evaluations, and program reviews. Supports the development and revision of standard operating procedures (SOPs), policy documents, and lessons learned in coordination with Government leads.
  • Supports program-level quality assurance and compliance tracking, including document control, submittal register analysis, permit coordination, and monitoring of contractor compliance with specifications, codes, and WHS design standards.
  • Coordinates cross-functional working groups involving stakeholders from PBMO, ECD, finance, logistics, and safety/security. Supports the Government in integrating risk management strategies, identifying interdependencies, and facilitating timely resolution of programmatic issues.
  • Serves as a senior technical advisor during construction execution. Assists the Government with reviewing complex RFIs, , and schedule recovery plans. Ensures government positions are well-supported with analysis and documented rationale.
  • Prepares and delivers concise, professional briefings, white papers, and executive memoranda for Government leadership. Supports high-level meetings such as program management reviews (PMRs), acquisition strategy reviews, and policy forums with data-informed recommendations.
