Role description: The Construction Phase Services Manager (CPS Manager) for the Ontario Line, Rolling Stock Systems, Operations & Maintenance (RSSOM project is a leadership position responsible for overseeing all aspects of the project's construction phase. The CPS Manager oversees the construction phase of a project, ensuring it is completed on time, within budget and to the required safety and quality standards. The role involves a blend of technical knowledge, project management skills and strong interpersonal abilities to coordinate with a diverse range of and sometimes difficult internal and external stakeholders. The CPS Manager's responsibilities are multifaceted, focusing on oversight, risk management, and communication to ensure the project is completed on time, within budget, and to the highest standards.

Requirements

  • Education: A degree in Engineering or Architecture, or a related engineering and construction discipline.
  • Experience: At least 5 years of relevant experience in capital project management and implementation.
  • Professional Designation: Registration as a Professional Engineer (P. Eng.) or Architect (O.A.A.) in the Province of Ontario.
  • Problem-Solving: Strong analytical, problem-solving, and decision-making skills to address complex technical and stakeholder issues.
  • Technical Knowledge: Advanced knowledge of project management and change management practices, including work planning, risk management, and budget management.
  • Familiarity with applicable legislation such as the Contract Law, Construction Liens Act, Occupational Health and Safety Act, and Environmental Assessment Act is also crucial.
  • Leadership and Communication: Proven ability to build and maintain strategic relationships, negotiate effectively, and manage multiple direct reports.
  • Excellent interpersonal, oral, and written communication skills to present complex ideas clearly to diverse audiences

Nice To Haves

  • Experience in working on large, complex, multi-year transit or infrastructure projects will be considered an asset.

Responsibilities

  • Proficient in reading and interpreting engineering drawings, technical specifications, and contract documents.
  • Administer the construction contract(s), ensuring all parties adhere to their agreements, schedules, budgets, and quality assurance plans. This includes managing sub-consultant and contractor performance and addressing claims.
  • Oversee and manage the day-to-day construction activities across assigned projects.
  • Manage and maintain effective communication and consultation with a wide range of internal and external stakeholders, including Federal, Provincial & Municipal authorities, utility companies, and public and private entities.
  • Ability to coordinate with a diverse range of Subject Matter Experts is crucial, especially for the timely addressing of RFIs, Shop drawings, ITPs, SIs, Record Drawings, NCRs, etc.
  • Liaise closely with the Engineering Design team to ensure robust construction control during deep excavation and consider the potential impact on adjacent assets, including buildings and services.
  • Act as the focal point for Arcadis with the client, contractors, subconsultants, and third parties.
  • Provide management and oversight to a team of staff, consultants, and contractors.
  • Guide and mentor project personnel and ensure effective risk management and issues management processes are in place.
  • Manage, mitigate, escalate, and report conflicts while managing stakeholder relationships and expectations.
  • Liaise with the commercial team to manage contractual changes, site risks, and related issues, providing up-to-date status reports for internal and external use and escalating critical issues timely.
  • Monitor and achieve objectives related to engineering, design standards, technical specifications, and document control.
  • Provide technical input for project and program communications.
  • Ensure strict adherence to health, safety, and environmental (HSE) regulations, including site safety programs and hazard controls.
  • Uphold the highest standards of site safety and construction quality by conducting site reviews and audits to ensure a safe working environment and adherence to project requirements.
  • Monitor compliance with project specifications, codes, and applicable standards.
  • Demonstrate strong leadership, negotiation, and conflict resolution skills throughout all phases of the project.
