About The Position

Windsor is seeking an experienced civil construction professional for a 3-6 month temporary assignment to provide construction observation on active municipal infrastructure projects. We anticipate 24-30 hours of work per week for this role which will be based on the North Oregon coast. This role is perfect for seasoned field professionals, or experienced construction managers looking for flexible project-based work. You'll leverage your extensive field experience to ensure quality construction delivery while mentoring our engineering team in practical construction applications.

Requirements

  • 4+ years of construction field experience in water/wastewater infrastructure, municipal utilities, or pipeline projects
  • Available to work Monday through Friday on an assignment on the North Oregon coast.
  • Demonstrated experience with construction administration, inspection, or field engineering on utility infrastructure projects
  • Strong knowledge of construction methods, materials, and industry standards for water/wastewater systems, pipelines, and municipal infrastructure
  • Experience with contractor coordination, submittal review, and change order evaluation on utility construction projects
  • Ability to read and interpret construction plans, specifications, and technical drawings for water/wastewater infrastructure
  • Understanding of utility construction sequencing, dewatering, and tie-in procedures
  • Knowledge of municipal construction standards and utility design specifications
  • Strong written and verbal communication skills for reporting and contractor interface
  • Valid driver's license and ability to travel to multiple project sites
  • Ability to work in outdoor field conditions and construction environments including utility excavations and confined spaces

Responsibilities

  • Provide construction administration services including daily inspection, progress monitoring, and quality control for active infrastructure projects
  • Review and process contractor submittals, shop drawings, and material certifications for compliance with project specifications
  • Respond to Requests for Information (RFIs) and evaluate proposed change orders for technical merit and cost impact
  • Conduct field inspections and document construction progress, compliance issues, and corrective actions needed
  • Coordinate with contractors, suppliers, and utility owners to resolve field issues and maintain project schedules
  • Prepare daily inspection reports, weekly progress summaries, and project documentation for client delivery
  • Support project close-out activities including punch list development, as-built review, and final acceptance procedures
  • Mentor junior engineers and staff in construction methods, field practices, and contractor coordination
  • Ensure construction activities comply with project specifications, safety requirements, and regulatory standards
  • Participate in project meetings, pre-construction meetings, and progress review sessions
  • Coordinate utility shutdowns, traffic control, and public notifications as required for construction activities
  • Support emergency response and critical issue resolution during construction phases
