About The Position

ISI is seeking a licensed Professional Mechanical Engineer to support the VA as a full-time onsite Construction Manager / Owner’s Representative for the renovation of Building 1 at the Biloxi VA Medical Center. This role provides technical construction oversight for HVAC, chilled water, plumbing, fire protection modifications, and mechanical system upgrades across approximately 54,000+ GSF of active healthcare renovation space. The position supports the Government officials in ensuring mechanical systems are constructed in compliance with contract documents, VA standards, federal regulations, and applicable building codes.

Requirements

  • Bachelor’s Degree in Mechanical Engineering (no substitutions)
  • Active Professional Engineer (PE) license (any U.S. state)
  • OSHA 30-Hour Construction Certification (can be acquired 60 days from hiring)
  • Minimum 5 years of experience supporting major commercial, healthcare, or federal construction projects
  • Experience serving as Owner’s Representative or Construction Manager
  • Strong knowledge of:
  • International Building Code (IBC)
  • International Mechanical Code (IMC)
  • NFPA (including NFPA 13, 72, 90A, 101)
  • ASHRAE standards
  • SMACNA duct construction standards
  • ASME piping standards
  • Plumbing codes and chilled water systems
  • Experience reviewing submittals and RFIs for mechanical systems
  • Proficiency using digital construction management platforms (Kahua preferred)
  • Applicants must be U.S. citizens, lawful permanent residents, or other non-U.S. citizens lawfully authorized to work in the United States without employer sponsorship, must have at least three (3) years of U.S. residency, and must be able to successfully obtain and maintain a VA PIV credential.

  • Experience on VA or healthcare construction projects
  • Experience with foundation settlement monitoring or structural interface coordination
  • Familiarity with commissioning processes and testing protocols
  • Experience working in active hospital environments
  • Experience coordinating shutdowns and tie-ins
  • Familiarity with Kahua platform

Responsibilities

  • Conduct daily inspections of mechanical construction activities including HVAC systems, ductwork, chilled water piping, pumps, air handling systems, plumbing systems, and fire protection modifications
  • Verify installation complies with contract documents, approved submittals, VA standards, and mechanical codes
  • Identify deficiencies, code violations, improper materials, and poor workmanship
  • Maintain defect and omission logs and coordinate punch list resolution
  • Review mechanical submittals, RFIs, shop drawings, and product data for technical compliance
  • Provide written professional recommendations to the Government
  • Validate as-built documentation and redline drawings in Kahua
  • Review contractor change proposals and cost breakdowns
  • Prepare draft estimates and assist with negotiations
  • Evaluate labor, equipment, and material quantities
  • Support documentation of contract modifications
  • Monitor contractor schedule performance
  • Identify delays and recommend mitigation strategies
  • Participate in weekly progress meetings
  • Submit daily and monthly progress reports
  • Conduct weekly safety inspections and document findings
  • Monitor contractor compliance with OSHA, VA requirements, and project safety plan
  • Assist with Buy American Act compliance verification
  • Maintain project records in Kahua
  • Submit daily reports including photographic documentation (minimum 10 meaningful photos per week)
  • Track inspection and testing documentation
  • Support project closeout including O&M manuals, warranties, and commissioning documentation
  • Available for night/weekend oversight during system shutdowns, tie-ins, and testing as required
