About The Position

ISI is seeking a licensed Professional Electrical Engineer to support the VA as a full-time onsite Construction Manager / Owner’s Representative for Building 1 Renovation at the Biloxi VA Medical Center. The role provides technical oversight for electrical infrastructure replacement, power distribution systems, fire alarm integration, life safety systems, lighting, and chilled water-related electrical components within an active healthcare facility.

Requirements

  • Bachelor’s Degree in Electrical Engineering (no substitutions)
  • Active Professional Engineer (PE) license (any U.S. state)
  • OSHA 30-Hour Construction Certification (can be acquired 60 days from hiring)
  • Minimum 5 years of experience supporting major commercial, healthcare, or federal construction projects
  • Experience serving as Owner’s Representative or Construction Manager
  • Strong knowledge of: National Electrical Code (NEC) NFPA 70 & 70E NFPA 72 (Fire Alarm) NFPA 101 (Life Safety) IBC electrical provisions IEEE standards
  • Experience reviewing electrical submittals and commissioning reports
  • Proficiency using digital construction management platforms (Kahua preferred)
  • Applicants must be U.S. citizens, lawful permanent residents, or other non-U.S. citizens lawfully authorized to work in the United States without employer sponsorship, must have at least three (3) years of U.S. residency, and must be able to successfully obtain and maintain a VA PIV credential.

Nice To Haves

  • Experience with VA or medical facility upgrades
  • Knowledge of VA electrical design standards
  • Experience with chilled water plant electrical integration
  • Experience with foundation settlement monitoring or structural interface coordination
  • Experience coordinating shutdowns and tie-ins
  • Familiarity with Kahua platform

Responsibilities

  • Conduct daily inspections of electrical systems including: Power distribution Switchgear Transformers Lighting systems Emergency power systems Fire alarm and life safety integration
  • Verify installation compliance with approved submittals and contract documents
  • Document deficiencies and recommend corrective actions
  • Review electrical submittals, RFIs, and product data for compliance
  • Provide technical recommendations to the Government
  • Validate contractor as-built drawings in Kahua
  • Review contractor cost proposals and quantity breakdowns
  • Assist in negotiation meetings as technical advisor
  • Prepare draft change estimates
  • Monitor contractor progress and sequencing
  • Identify schedule risks and recommend mitigation strategies
  • Participate in weekly coordination meetings
  • Conduct weekly safety inspections
  • Monitor contractor compliance with OSHA and VA safety standards
  • Ensure electrical installations comply with life safety requirements
  • Maintain detailed daily logs and monthly reports
  • Upload documentation into Kahua
  • Provide photographic documentation weekly
  • Support project closeout and commissioning activities
  • Support night/weekend inspections during cutovers and shutdowns
