About The Position

Construction Management (CM) Services: The primary project will replace the existing water distribution system with approximately 4,000 linear feet of 8-inch, 6-inch, 4-inch, 2-inch and ¾-inch HDPE water mains, service lines, master meter vault, and appurtenances serving the park’s historic Housing and Administrative offices and comfort station. Work includes soil borings to identify any karst voids in the project area, extensive rock trenching, hardscape replacement, and revegetation. In addition, project work also includes the following companion projects: a. Replacement and relocation of an existing comfort station lift station, integrated controls, 175 feet of electrical conduit, and approximately 330 feet of associated sewer lines plus manholes b. Replacement and relocation of a single 8-inch C900 water transmission main approximately 830 feet long, associated fittings, valves, and drain assembly. Period of Performance: Approx 420 calendar days of construction management services. Anticipate submittal initiation and contractor mobilization in the May 2026 timeframe. Exact dates of performance have yet to be determined and are dependent upon construction contract award and start of construction activities

Requirements

  • CMR shall be knowledgeable in construction practices including applicable federal and state water and wastewater regulations, building codes, applicable safety regulations (must have a minimum of Occupational Safety and Health Administration (OSHA) 30-hour construction safety training), cost breakdown estimating and negotiating, and technical writing.
  • CMR shall also be computer literate, able to open and manipulate Microsoft (MS) Project, Word and Excel, and PDFs.
  • Education and professional qualifications related to construction and civil engineering.
  • Experience proving similar services for similar projects.
  • Provide information regarding the project and the work that the CMR performed.
  • Include project owner representative contact information.
  • Provide minimum 3 CMR references

Responsibilities

  • Provide technical assistance and support to CO during construction.
  • Provide services via on-site Construction Management Representative (CMR).
  • Obtain CO’s written approval prior to releasing information to a party other than NPS.
  • Promptly notify CO of problems or issues observed.
  • Coordinate with Park staff, NPS, Construction Contractor, and others as needed.
  • Draft project related correspondence for NPS review and issuance.
  • Document controversial issues encountered/problems experienced by or with Construction Contractor.
  • Participate in conference calls with CO and other parties as necessary.
  • Provide NPS with information needed to resolve disputes with Construction Contractor.
  • Provide to CO a report of findings and recommendations upon completion of all reviews.
  • Upload documents to NPS provided Project Team within one week of generating.
  • Deliver reports, reviews, evaluations, design work, etc. to CO within one week unless otherwise noted by CO.
  • Arrange, attend, and facilitate a variety of meetings including, but not limited to, weekly progress meetings at project site.
  • Chair meetings between NPS and Construction Contractor except for pre-construction conference which will be chaired by CO.
  • Prepare written meeting minutes.
  • Attend Contractor-led weekly and monthly safety meetings.
  • Review, comment, and process Construction Contractor’s Division 01 Specifications and informational submittals.
  • Monitor Construction Contractor compliance with all submittals.
  • Review Construction Contractor’s baseline and progress schedules.
  • Prepare and submit DSC Baseline Schedule Review Checklist, Schedule Update Worksheet, and Schedule Update Log.
  • Confirm Construction Contractor’s certified payrolls have been submitted for on-site laborers and mechanics.
  • Review for accuracy and compliance with construction contract requirements and perform labor interviews periodically.
  • Review Construction Contractor’s monthly requests for payments and associated documents.
  • Complete DSC Construction Payment Request Checklist for each construction invoice.
  • Receive, log, and review Construction Contractor’s submittals for completeness, accuracy and compliance with construction contract documents.
  • Track submittals as required through completion of process and update Submittal Tracking log on proposed project administration program.
  • Review and process Construction Contractor’s Requests for Information (RFI).
  • Assist in resolution of, draft response to, track, and follow up on RFIs.
  • Review Construction Contractor Quality Control (CQC) Daily Reports for accuracy, completeness and compliance with construction contract documents.
  • Review Construction Contractor’s Operation & Maintenance (O&M) manuals, warranties, guarantees, and closeout requirements.
  • Verify they are complete and in compliance with construction contract documents.
  • Draft scoping documents for possible construction contract modifications.
  • Prepare Government Cost Estimates with breakdown of labor, materials and equipment costs for proposed construction contract modifications.
  • Review Construction Contractor proposals, requests for equitable adjustment, and claims for additional cost and/or time.
  • Draft written proposal analysis explaining cost difference between Government estimate and Contractor’s proposed cost for NPS review.
  • Draft written pre-negotiation objectives for NPS review.
  • Draft written record of negotiations for NPS review.
  • Inspect work of Construction Contractor for progress, workmanship, quality and conformance with contract documents, applicable federal and state water and wastewater regulations, building codes, and safety standards.
  • Complete Daily Report, with photographs, for each day of on-site construction activities.
  • Distribute report to NPS team (Park, CO, PM etc).
  • Ensure all daily reports are uploaded to Project Team.
  • Monitor Construction Contractor compliance with Accident Prevention Plans (APP) and applicable safety requirements.
  • Document safety issues on CMR Daily Log.
  • Perform surveys of construction quantities.
  • Take appropriate photographs that document construction progress and problems.
  • Upload a minimum of three digital photographs of each work activity daily to the NPS-Project Team management software program.
  • Review and verify Construction Contractor’s project record drawings are updated to reflect changes and work completed before each monthly progress payment.
  • Upon notification by Construction Contractor that work is substantially complete, perform inspection and draft deficiency list for NPS review.
  • Generate cost estimate for each item on deficiency list.
  • Track status of all items.
  • Coordinate and document critical point, special, beneficial, and final inspections by Design Staff or other Inspectors so construction work can be reviewed in a timely and efficient manner.
  • Utilize the NPS-provided Project Team project management program.
  • Manage project communication and documentation during contract period.
