About The Position

ISI is seeking a full-time onsite owner’s representation services to support the Department of Veterans Affairs (VA) at the Hampton VA Medical Center for Electronic Health Record Modernization (EHRM) Infrastructure Upgrades. The Construction Manager will provide construction-phase oversight and construction management support for EHRM-related infrastructure projects. Personnel shall provide full-time onsite coverage aligned with contractor operations, including potential after-hours work, and VA facility requirements. This role functions as an Owner’s Representative supporting Government project staff and project stakeholders to ensure construction activities meet contract requirements.

Requirements

  • Four (4) year degree in Architecture, Engineering, Construction Management, Construction Technology, Business, or related field and minimum three (3) years of field construction experience performing Construction Management, Construction Administration, or Quality Assurance functions
  • Minimum six (6) years of field construction experience performing Construction Management, Construction Administration, or Quality Assurance functions in lieu of degree
  • Minimum three (3) years of field experience performing construction management or construction oversight services of commercial, industrial, or institutional facilities. Residential experience will not be considered
  • Experience monitoring construction for Quality Assurance and compliance with contract requirements
  • Experience reviewing construction submittals and RFIs and providing technical input
  • Experience reviewing contractor pay applications and validating percent complete
  • Experience tracking construction schedules and identifying delays or impacts
  • Experience documenting deficiencies and tracking corrective actions through resolution
  • Ability to support change order reviews, including scope and cost validation
  • Ability to provide three (3) relevant project examples of similar scope and complexity
  • Must be a U.S. citizen
  • Must be able to obtain and maintain a favorable National Agency Check (NACI)
  • Completion of OSHA 30 certification (or ability to obtain within required timeframe)
  • Ability to work full-time onsite at Hampton VA Medical Center
  • Must be required to occasionally move and lift 20-30 pounds.
  • Must be able to climb, erect and maintain balance on a 30-40 pound ladder.
  • Must be able to remain in a stationary computer position for extended periods of time.
  • Must be able to walk up to 3 miles per day between buildings.
  • Must be able to stand for extended periods
  • Must be willing to work in external environments of rain, high heat and significant cold.
  • Must be able navigate active construction sites containing uneven ground, debris, and active construction hazards such as sharp objects, electrical hazards, and potential fall hazards.
  • Must be able to occasionally go into confined spaces and crawl

Nice To Haves

  • Federal construction experience (VA strongly preferred)
  • Healthcare construction experience, particularly in active/occupied medical facilities
  • Experience supporting phased construction and infection control environments
  • Experience supporting EHRM or IT/telecommunications infrastructure upgrades
  • Familiarity with VA construction standards, processes, and systems
  • Experience supporting Owner’s Representative or CM agent roles on federal projects

Responsibilities

  • Provide construction-phase oversight and construction management support for active healthcare construction projects
  • Conduct daily onsite construction inspections and document progress in daily logs
  • Track, monitor, and coordinate submittals, RFIs, and contractor deliverables
  • Review submittals and RFIs and provide written recommendations to the COR
  • Monitor construction schedules, identify delays, and provide recommendations for corrective actions
  • Support Integrated Master Schedule (IMS) coordination and provide input on schedule performance and impacts
  • Review and validate contractor pay applications, including verification of work in place versus billed
  • Document deficiencies, track corrective actions, and support resolution through closeout
  • Support change order review by assisting with cost validation, scope review, and documentation
  • Monitor long-lead procurement items and key project milestones
  • Support construction administration and maintain accurate project documentation and records
  • Maintain daily logs, weekly reports, and monthly status updates in accordance with VA requirements
  • Participate in project meetings (weekly, bi-weekly, and ad hoc) and support issue tracking and resolution
  • Support safety compliance efforts and conduct site safety observations
  • Assist with commissioning activities and project closeout documentation
  • Utilize VA systems to maintain project data and records
  • Identify risks, conflicts, or non-compliant work and proactively notify the COR with recommended actions
