About The Position

Elevate Studio is representing an opportunity for a Construction Manager / Resident Engineer to support Phase III construction engineering services across Southern Illinois. This role is focused primarily on municipal, county, IDOT, and Illinois Tollway-related infrastructure work and serves as a key field and project delivery resource across active public-sector assignments. The position requires a professional with strong knowledge of IDOT procedures, construction inspection, project documentation, materials testing, and field coordination. The Construction Manager / Resident Engineer will work closely with contractors, clients, and internal teams to support safe, compliant, and well-executed project delivery. Requirements

  • Bachelor’s degree in Civil Engineering from an ABET-accredited program
  • Illinois Professional Engineer license preferred
  • Indiana PE with Illinois endorsement pending is acceptable, based on client guidance
  • Approximately 7+ years of relevant experience preferred
  • Experience serving in a Resident Engineer or construction management capacity on public infrastructure projects
  • Strong familiarity with IDOT Standard Specifications, Construction Manual, and Project Procedures Guide
  • Experience with construction inspection, materials testing, and QA/QC procedures
  • Knowledge of standard specifications for water and sewer main construction is beneficial
  • IDOT experience is strongly preferred due to the Illinois-based project focus and limited Indiana work exposure

Responsibilities

  • Serve as Resident Engineer on Phase III construction engineering assignments
  • Provide field oversight on municipal, county, IDOT, and Illinois Tollway-related projects
  • Lead weekly construction meetings and coordinate communication among contractors, clients, and project stakeholders
  • Identify and address project issues related to schedule, constructability, quality, and field execution
  • Participate in preconstruction meetings and support field coordination activities
  • Prepare pay estimates, change orders, and project documentation in accordance with agency and client requirements
  • Review construction calculations and provide technical support to project teams
  • Review design plans for constructability during the design phase
  • Maintain organized, accurate, and compliant project records
  • Oversee or perform construction materials testing, including soils, aggregates, concrete, and asphalt
  • Support field and laboratory testing activities
  • Assist with calibration and maintenance of testing equipment in accordance with IDOT and AASHTO standards
  • Contribute to quality assurance and quality control efforts across active projects
  • Use survey equipment to verify contractor grades and alignment
  • Assist with transportation design-related tasks during winter months as workload allows
