We have an opening for a Field Engineer. As a Field Engineer in the Project Management Office (PMO), you'll provide advanced technical and administrative oversight for construction projects. This includes managing our Mission-Driven Craft Labor Contract (MDCL) and other subcontracts that impact on the Laboratory's critical infrastructure (structures, systems, and components). You'll be the technical support for these subcontracted projects, responsible for coordination with the project construction manager in planning, coordinating, and communicating all construction activities with various Laboratory stakeholders including the design team, integrated safety team, project controls analysts and project manager. The PMO delivers comprehensive engineering, design, estimating, construction, and project management services to support LLNL's cutting-edge research in defense, global security, laser science, bioscience, and more. You will Ensuring safety compliance: Adhere to safety regulations and quality standards throughout all project phases. Coordinate high risk activities with the construction manager and integrated safety team. Monitor subcontractor’s safety program for compliance with LLNS-approved project-related safety programs and enforce subcontractor’s adherence to these safety programs. Monitor subcontractor’s schedule and proactively manage time-critical issues to ensure project milestones are met. Coordinate/schedule “hold-point” and/or special “safety hold-point” inspection. Site surveys and assessments: Conduct inspections and evaluations of work sites to identify potential problems and suggest improvements in coordination with the Construction Manager & Subcontract Technical Representatives. Monitor project progress, identify potential issues, and facilitate resolution of technical issues between facility operators to minimize risks. Documentation and reporting: Contribute and create detailed technical reports, daily reports, document maintenance procedures and repairs, maintain organized and detailed project records, including documentation of any project changes that may affect the schedule, design, scope, or cost. Collaborate with other engineers, technicians, project managers, and clients. Assess project issues and develop resolutions to meet productivity, quality, and customer satisfaction goals and objectives. Contribute to daily oversight of construction activities to verify that work is safely and effectively coordinated. Work with the facility operations team or LLNL internal support teams such as line locaters, lock-out tag out facility energy owners, subject matter experts, hoisting & rigging, mechanical, electrical and other labor support Provide recommendations to project team during planning, managing, and executing construction activities in various active facilities and in the implementation of DOE, safety, quality and commissioning. Oversee the Request for Information (RFI) and submittal processes, ensuring timely generation, distribution, and resolution of issues to prevent construction delays. Perform other duties as assigned. In Addition, at the TSS.2 Level Perform constructability reviews and suggest solutions to complex design packages; lead preconstruction meetings, weekly coordination meetings, and prepare meeting agendas and minutes. Independently diagnose, analyze and resolve complex technical issues that arise during construction. Identify risks in designs, estimates and perform feasibility studies Experience with relevant software such as 3D modeling and equipment Assist in monitoring project costs, tracking quantities of self-performed work, and contributing to budget forecasting.

  • Bachelor’s degree in engineering, Construction Management or equivalent combination of education and experience, or certified construction manager under Construction Management Association of America (CMAA).
  • Experience and knowledge of fundamental nuclear operations, engineering design, and the implementation and flow down of nuclear safety and security requirements.
  • Ability to supervise daily activities of contract labor including technical and administrative support and ensure that deliverables are produced on schedule and within budget and quality requirements.
  • Knowledge and understanding of the field engineer role and of construction methods, materials and codes, and an ability to read and understand blueprint drawings.
  • Knowledge of and experience with constructability review of bid packages.
  • Experience managing construction projects and budgets.
  • Experience interpreting and applying applicable local, state, and federal safety standards, codes, laws, and regulations, environment, safety, and health policies and procedures, and OSHA regulations to each construction project.
  • Sufficient verbal and written communication skills necessary to effectively explain, present, and advise all project personnel and customers.
  • Experience with construction project management software such as Kahua, Revit, BIM or similar software.
  • Significant experience managing multiple construction projects and budgets simultaneously, and experience producing and implementing solutions to highly complex engineering-related problems.
  • Significant experience in construction methods, scheduling, materials, and codes, extensive experience with electrical installations and NFPA 70E, NEC code experience.
  • Experience monitoring or directing activities of subordinate staff, teams, or workgroups.
  • Experience at DOE facilities and projects with detailed working knowledge of key DOE Orders related to quality control, procurement including knowledge of nuclear industry regulations and standards, such as, DOE, and local, state and federal codes.
  • Experience with DOE O413.3B orders Program and project Management for the acquisition of capital assets.
  • Experience with DOE O 414.1D – Quality Assurance
  • Proficiency with MS Office Suite.
  • Familiarity with LLNL’s Integrated Safety Management System.
