About The Position

The Construction Management Representative (CMR) provides on-site construction oversight and contract administration support for projects, ensuring compliance with contract documents, applicable regulations, and quality standards. The CMR serves as a key liaison between the Contracting Officer (CO), project stakeholders, and the Construction Contractor. Work performed onsite at Carlsbad Caverns National Park.

Requirements

  • Bachelor’s degree in Construction Management, Civil Engineering, or a related field (or equivalent experience).
  • Minimum OSHA 30-hour Construction Safety Certification (required).
  • Must have or be able to obtain and maintain a Real ID or Passport in order to undergo commercial airfare travel
  • Must have or be able to obtain and maintain a valid driver's license
  • Strong knowledge of:
  • Construction practices and methodologies
  • Federal and state water and wastewater regulations
  • Building codes and safety regulations
  • Cost estimating, cost breakdowns, and negotiation processes
  • Technical and professional writing
  • Proficiency in:
  • Microsoft Project, Word, and Excel
  • PDF editing and document management systems
  • Ability to manage multiple tasks, maintain detailed documentation, and communicate effectively with diverse stakeholders.

Responsibilities

  • Obtain Contracting Officer (CO) approval before releasing information externally.
  • Notify CO promptly of issues, risks, or field conflicts.
  • Coordinate with project stakeholders including NPS staff, contractors, and consultants.
  • Draft and manage project correspondence for CO review.
  • Document disputes, issues, and contractor performance concerns.
  • Participate in meetings and conference calls as required.
  • Provide reports, findings, and recommendations to the CO.
  • Upload project documentation within required timelines and maintain compliance with data handling requirements (including PII restrictions).
  • Organize, attend, and facilitate project meetings, including weekly progress meetings.
  • Chair meetings between project stakeholders and the contractor (except pre-construction conference).
  • Prepare and distribute detailed meeting minutes.
  • Attend contractor-led safety meetings.
  • Review and process contractor submittals for compliance and completeness.
  • Monitor and track all submittals through project completion.
  • Review project schedules and provide schedule analysis documentation.
  • Verify certified payroll compliance and conduct labor interviews.
  • Review monthly payment applications and supporting documentation.
  • Manage Requests for Information (RFIs), including tracking and drafting responses.
  • Review daily quality control reports and contractor documentation.
  • Evaluate Operation & Maintenance manuals, warranties, and closeout documents.
  • Develop scopes of work for contract modifications.
  • Prepare detailed Government cost estimates (labor, materials, equipment).
  • Evaluate contractor proposals, claims, and change requests.
  • Prepare cost analyses and negotiation documentation.
  • Assist in negotiation processes and prepare supporting records.
  • Perform daily on-site inspections to ensure:
  • Compliance with contract documents
  • Adherence to applicable codes and regulations
  • Quality workmanship and progress
  • Prepare and distribute daily reports with photographic documentation.
  • Monitor contractor safety compliance and Accident Prevention Plans (APP).
  • Conduct quantity surveys and verify work completed.
  • Maintain photographic records of construction progress.
  • Verify accuracy of project record drawings.
  • Conduct substantial completion inspections and develop deficiency lists with cost estimates.
  • Coordinate inspections with architects, engineers, code officials, and safety personnel.
  • Ensure inspections are completed efficiently and documented properly.
  • Utilize NPS-provided project management software to:
  • Manage communication and documentation
  • Track RFIs, submittals, and project issues
  • Maintain project directory and correspondence logs
  • Upload and manage drawings, specifications, and reports
  • Track tasks, reminders, and project progress
  • Facilitate collaboration among stakeholders
  • Timely submission of all reports, reviews, evaluations, and documentation (typically within one week unless otherwise directed).
  • Accurate and complete project records maintained throughout the project lifecycle.
