About The Position

ISI Professional Services is seeking a Construction Management Representative (CMR) to provide full-time, onsite support for the National Park Service (NPS) at the Vicksburg National Military Park in Vicksburg, Mississippi. This position supports the Denver Service Center (DSC) as the owner’s onsite representative for the Stabilize Mint Spring Bayou and Terraces & Graves Project—a $10M+ effort addressing slope stabilization, erosion control, and retaining wall construction near historic cemetery grounds. The CMR will perform daily field oversight, documentation, and coordination to ensure contractor compliance with contract documents, safety, and environmental requirements. The successful candidate will possess strong civil or geotechnical construction management experience, exceptional attention to detail, and the ability to independently represent the Government’s interests on-site while communicating effectively with a remote project team in Denver.

Requirements

  • Minimum 10 years of experience providing on-site construction management or engineering oversight for civil, geotechnical, or infrastructure stabilization projects.
  • Proven experience with retaining walls, slope stabilization, drainage improvements, or erosion control systems.
  • OSHA 30-Hour Construction Safety Training (required prior to start).
  • Demonstrated ability to interpret civil and structural drawings, specifications, and construction schedules.
  • Proficiency with Microsoft Office Suite, MS Project or Primavera P6, and digital CM documentation systems (e.g., Procore, e-Builder, or similar).
  • Strong written and verbal communication skills, including experience preparing daily reports and formal correspondence.
  • Ability to obtain and maintain a Public Trust clearance.

Nice To Haves

  • Bachelor’s degree in Civil Engineering, Construction Management, or Geotechnical Engineering.
  • Registration as a Professional Engineer (PE), Engineer-in-Training (EIT), or Certified Construction Manager (CCM).
  • Prior experience supporting NPS, USACE, or other Federal agency construction projects.
  • Familiarity with federal acquisition documentation standards (e.g., FAR Part 15, IGEs, contract modifications).
  • Working knowledge of geotechnical construction methods, drainage structures, and erosion control materials (riprap, buttresses, drains).
  • Experience coordinating projects with archaeological or cultural resource monitoring.

Responsibilities

  • Serve as the onsite representative for the NPS Denver Service Center throughout the construction period.
  • Conduct daily site inspections and documentation, including photographs, narrative reports, and deficiency tracking.
  • Monitor contractor progress, performance, and conformance with plans, specifications, and safety standards.
  • Observe and document compliance with environmental and archaeological protection measures.
  • Review and track RFIs, submittals, schedules, and change order proposals.
  • Support the DSC Project Manager in evaluating schedule updates and cost impacts.
  • Participate in weekly progress meetings and maintain accurate meeting minutes and follow-up actions.
  • Prepare and maintain all required documentation in the Government-provided construction management software platform.
  • Support development and validation of independent government estimates (IGEs) and technical documentation.
  • Verify completion of contract deliverables and support closeout activities, including O&M manuals and punch lists.
