About The Position

Atlas is hiring an onsite Construction Management Program Manager to oversee quality operations on the Bull Run Filtration Facility, one of the Pacific Northwests largest water infrastructure projects located in Gresham, OR. This state-of-the-art, greenfield treatment facility will provide long-term drinking water resilience for the region. The successful candidate will lead Atlas Quality Control Inspectors and Materials Technicians, manage material testing programs, oversee daily inspection activities, and ensure compliance with all contracts, regulatory, and owner requirements. This role is ideal for a proven quality leader who can foster a strong quality culture, anticipate and mitigate risk, and ensure accurate, defensible documentation across a complex, multi-discipline construction project.

Requirements

  • Bachelors degree in Construction Management, Civil, Mechanical, or related Engineering field; OR equivalent field experience with 10+ years in heavy civil/water infrastructure construction.
  • Minimum 8 years of construction inspection or quality control experience.
  • Minimum 35 years in a supervisory or leadership role managing inspectors or field teams.
  • Demonstrated experience on large-scale ($100M+) infrastructure or water/wastewater projects.
  • Experience implementing and managing project-specific Quality Management Plans.
  • Strong understanding of construction drawings, specifications, codes, and testing standards.
  • Proven ability to coordinate across owner, contractor, and engineering teams.
  • Experience documenting and resolving non-conformance reports (NCRs).
  • USACE - Construction Quality Management (CQM)
  • OSHA 30 (preferred but not required)
  • Professional Engineer (PE) license (preferred but not required)
  • Quality Management Systems implementation
  • Testing protocols (hydrostatic, piping, mechanical systems)
  • Material verification and inspection documentation
  • Bluebeam
  • Microsoft Office Suite
  • Understanding of Oregon construction codes and standards
  • Ability to work 100% onsite

  • Travel: Minimal (project-based), occasional regional coordination
  • Ability to pass criminal background, MVR, and drug screen upon offer.
  • Valid driver's license required.

Responsibilities

  • Lead and manage all Atlas QC Inspectors and Material Technicians assigned to the Bull Run project.
  • Develop daily staffing plans and dispatch inspection personnel and material testing technicians based on project schedule, testing requirements, and critical path activities.
  • Oversee coordination of field and laboratory material testing including concrete, soils, aggregates, piping materials, coatings, and structural components.
  • Ensure proper scheduling, documentation, and reporting of all material testing activities in compliance with contract specifications and regulatory requirements.
  • Supervise review and validation of test reports prior to submission to owner and contractor.
  • Oversee implementation of the project Quality Management Plan (QMP).
  • Ensure inspection and testing activities align with project drawings, specifications, contract requirements, and applicable codes.
  • Review and approve inspection reports, NCRs, deficiency logs, and quality documentation prior to distribution.
  • Coordinate directly with Owner, Contractor, and Design Team on quality and testing-related issues.
  • Lead preparatory meetings, hold-point inspections, and quality coordination meetings.
  • Track quality and testing metrics, trends, and recurring deficiencies; implement corrective and preventive actions.
  • Provide mentoring and technical oversight to field inspectors and material technicians to elevate consistency, defensibility, and documentation quality.
  • Support dispute resolution through clear, well-documented quality and testing records.
  • Promote and reinforce a strong safety-first and quality-driven culture across all Atlas field staff.
