About The Position

Project Solutions Inc. is seeking multiple Trail Construction Management Inspectors to support a U.S. Department of Agriculture (USDA) Forest Service storm recovery project on the Virginia Creeper National Recreation Trail near Damascus, Virginia. The work involves on-site inspection of trail reconstruction activities across approximately 17 miles of damaged trail corridor, including grading, drainage, surfacing, and related improvements. The inspector will verify contractor compliance with contract requirements and support Government oversight efforts to ensure quality, safety, and schedule adherence during construction. This role is contingent upon award of project.

Requirements

  • Minimum four (4) year Bachelor’s degree in Engineering, Construction Technology, Construction Management, or related field preferred.
  • Minimum five (5) years of experience inspecting trail, roadway, or linear infrastructure construction preferred.
  • On-site construction experience assisting with field activities, inspections, or daily project support on active job sites.
  • Experience with earthwork, grading, drainage, and surface course construction.
  • Experience working on federally funded construction projects preferred.
  • Strong reporting and documentation skills with attention to factual, verifiable observations.
  • Ability to interpret construction schedules and assess field progress accurately.
  • OSHA 30 construction safety training preferred.
  • Ability to work outdoors in remote and rugged terrain.
  • Maintain a valid driver’s license.
  • Ability to walk or hike long distances daily to observe contract performance.

Responsibilities

  • Inspect trail reconstruction activities to verify compliance with contract plans, specifications, schedules, safety standards, and FAR requirements.
  • Prepare and maintain daily Contract Diaries documenting construction progress, weather, workforce, equipment, and site conditions.
  • Identify and document nonconforming work or delays and immediately notify the CO and COR.
  • Verify earthwork, drainage features, trail surfacing, and appurtenances meet contract requirements.
  • Maintain organized on-site contract files, including submittals, testing reports, payrolls, and correspondence.
  • Track construction progress against approved schedules and report discrepancies or risks.
  • Monitor contractor compliance with safety and environmental requirements.
  • Notify the COR immediately of differing site conditions, unauthorized changes, or discovery of archaeological materials.
  • Support progress payment documentation and verification of completed work.
  • Maintain professional, neutral working relationships while routing all official actions through the COR/CO.
