About The Position

The Construction Liaison serves as the primary link between homeowners, contractors, the HOA Board of Directors, and Powder’s Development & Construction team to ensure all construction, remodeling, and property modifications comply with governing documents, architectural standards, construction activity agreements, and local building and safety codes. This role is highly field-focused and responsible for conducting regular site inspections, supporting architectural review processes, tracking construction activity, and implementing compliance enforcement procedures under the direction of the HOA Manager. Through proactive communication, clear processes, consistent inspections, detailed documentation, and strong relationship with the ARC committee, the Construction Liaison assists with a seamless building process, protects community standards, safety, and overall neighborhood aesthetics while supporting a positive homeowner and builder experience.

Requirements

Working knowledge of HOA governing documents, including CC&Rs, architectural guidelines, and construction activity agreements.
Familiarity with local building codes, permitting processes, and basic construction practices.
Strong organizational and documentation skills with the ability to manage multiple active projects simultaneously.
Excellent written and verbal communication skills, including the ability to interact professionally with homeowners, contractors, and Board members.
Ability to perform frequent physical inspections of construction sites, including walking uneven terrain and outdoor work in varying weather conditions.
Proficiency with basic office software and digital recordkeeping systems.

Nice To Haves

Prior experience in HOA compliance, property management, construction coordination, or community operations.
Background in construction, inspections, or permitting processes.
Strong conflict-resolution skills and ability to handle sensitive compliance situations diplomatically.
Highly detail-oriented with a proactive, solution-focused approach.

Responsibilities

Construction Compliance & Site Inspections Conduct daily field inspections of active construction sites to verify adherence to approved plans, construction activity agreements, safety standards, and community guidelines.
Perform mandatory site observations during key phases of construction as outlined in the Construction Activities Agreement.
Conduct monthly visual assessment on owner-occupied properties to ensure adherence with covenants and standards.
Utilize and maintain a standardized construction site inspection checklist based on the Construction Activities Agreement.
Identify violations such as unauthorized improvements, debris, improper material storage, safety issues, or non-compliant construction practices and document findings with notes and photos.
Architectural Review & Permitting Support Review homeowner and builder renovation and construction applications for compliance with HOA architectural guidelines and design standards.
Verify that all projects have required city and county permits and comply with applicable building and safety codes.
Support the Architectural Review Committee (ARC) and Board by providing documentation, inspection results, and compliance status updates.
Compliance Enforcement & Coordination Under the direction of the HOA Administrative Assistant, implement enforcement procedures related to covenant and construction violations.
Prepare and send violation notices, compliance correspondence, and standards-related communications as directed.
Track corrective actions and follow up to ensure violations are resolved in a timely manner.
Work closely with the HOA Administrative Assistant to ensure violations and enforcement actions are properly recorded and escalated when needed.
Communication & Relationship Management Serve as a primary point of contact for homeowners, contractors, architects, and builders regarding construction activity and compliance requirements in a friendly assistive manner.
Answer calls and inquiries related to covenant and construction compliance and maintain a detailed conversation history log.
Escalate sensitive or unresolved issues to the HOA Administrative Assistant as appropriate.
Conduct annual builder and architect meetings, ensuring required documentation is prepared and properly filed.
Collaborate with the Operations and Development teams to determine acceptable material storage locations and cement washout areas.
Documentation, Reporting & Administration Maintain the Master ARC and Construction Activities Tracking Sheet for all active and completed projects.
Update owner and project files with inspection results, permits, correspondence, and compliance actions.
Prepare monthly compliance and construction activity reports for the Board of Directors.
Participate in Board meetings and hearings as needed to provide updates and respond to compliance-related questions.
Conduct resale inspections and prepare resale compliance reports.
Assist with special projects and other duties as assigned
