About The Position

Responsible for developing detailed cost estimates and bids for heavy-civil construction projects. Once secured, responsible for managing the project’s success in quality, safety and productivity. Projects are typically earthwork, utility, dams, or environmental.

Requirements

  • Undergraduate degree in Engineering or Construction Management or related field. Equivalent experience in a construction-related position will also be considered.
  • Minimum of 3 years in the construction and/or engineering field.
  • Must be willing to travel to projects. Projects are in Washington state. Overnight stays may be required based on location and project management needs.
  • Hearing and speaking sufficient to answer the phone and communicate with employees and others.
  • Manual dexterity for keyboarding.
  • Ability to sit for extended periods.
  • Near vision for reading and computer tasks.
  • Vision for indoor recognition and activities.
  • Mobility within the office, including stairs.
  • Able to walk and climb around job sites where ground conditions and elevations are variable.

Nice To Haves

  • Experience with writing/negotiating sub-contracts, purchase orders, submittals, RFIs, and change orders.
  • Competent in estimating and/or scheduling software.
  • Competent in Microsoft Office applications (Excel, Word, and Outlook).
  • Experience with Civil 3D and/or Trimble Business Center is preferred but not necessary.
  • OSHA 30 Safety Certification is preferred but not necessary.
  • Strong organizational skills and attention to detail.
  • Use written communication skills to present information clearly.
  • Team-oriented attitude and willingness to help, wherever needed.
  • Highly motivated with exceptional attendance and timeliness.
  • Ability to adapt and prioritize in response to changes in workflow, shifting deadlines, and emergent issues.

Responsibilities

  • Prepare detailed takeoffs and estimates of bid quantities.
  • Obtain subcontractor and material pricing for bids.
  • Conduct detailed reviews of plans and specifications.
  • Review all contract bid documents to understand the scope of work, schedule, general conditions and requirements, and potential risks.
  • Price the estimate using established equipment and material cost estimates, current labor rates and productivity ranges.
  • Review cost estimate with the estimator and senior management.
  • Adjust the estimate, as required, based on input from this meeting.
  • Prepare proposal schedules and work plans when required.
  • Assure that bid is delivered in accordance with bid document requirements.
  • Manage and negotiate subcontractor and materials contracts.
  • Prepare submittals and Requests-For-Information (RFIs).
  • Maintain record keeping of all project documentation.
  • Preparation and management of construction budgets and pricing.
  • Schedule, design and conduct required Project Progress Meetings.
  • Manage/negotiate change orders.
  • Process Change Orders and Progress Billings in a timely manner.
  • Schedule, plan and conduct status meetings, as needed.
  • Work closely with field construction personnel.
  • Assure Quality Control and specification requirements are being met on projects.
  • Continually assess, analyze and manage risk.
  • Report risk and mitigating actions.
  • Assure that the project is being run safely as per safety rules and procedures.
  • Assist with project punch-lists, closeout, and documentation as needed.
