This position involves supervising multiple crews for a variety of tasks, including maintenance, facilities management, restoration, installation, improvement, and construction activities. The candidate must be willing and able to plan and lay out projects for completion by both department staff and external contractors. In this role, the supervisor will provide staff with clear instructions regarding project priorities, work schedules, equipment needs, policies, and all health and safety procedures. The candidate must be knowledgeable about maintenance, construction, and restoration work on infrastructure and facilities, including educational camps and centers, campgrounds, and various outdoor recreational areas. Operational knowledge of these sites and the department's headquarters is also required to perform the duties effectively. The candidate will manage the procurement of all supplies and materials, utilizing state contracts and preferred sources as required. Duties include soliciting quotes for various projects, preparing purchase requisitions, and ensuring compliance with departmental policies. The role may also involve administering and managing contracts with outside vendors. The candidate will perform various managerial duties, which include the accurate and timely submission of performance evaluations, schedules, reports, and work orders. This role also involves tracking supplies, materials, and equipment to ensure their proper and efficient use. The candidate will serve as a key point of communication, responsible for fostering clear, timely, and professional dialogue between staff, program supervisors, and various cooperating agencies. This involves proactively initiating communication, ensuring proper etiquette is maintained, and building strong relationships to support departmental goals. This position requires a Class A CDL (Commercial Driver's License) to perform the duties successfully. The candidate will need to possess or obtain the CDL to operate commercial vehicles to transport heavy equipment, supplies, and materials. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below: Promotion: You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive, non-competitive, or 55-b/55-c service as follows: Conservation Operations Supervisor 1, General Mechanic, Trades Generalist, Service & Repair Assistant (Motor Equipment), Motor Equipment Maintenance Supervisor 1, Maintenance Supervisor 1 (Motor Equipment), Motor Equipment Mechanic, Service & Repair Mechanic (Motor Equipment), Sign Painter, Trades Specialist (Sign Fabrication), Sign Shop Supervisor 1, Trades Supervisor (Sign Fabrication), Supervisor Marine Equipment Repair, or Maintenance Supervisor 1 (Marine Equipment). Open Competitive: Either 1. three years of experience in building maintenance, mechanical maintenance, or construction; one year of which must have been in estimating, supervising, and planning and assigning work. Or 2. two years of experience in building maintenance, mechanical maintenance, or construction; one year of which must have been in estimating, supervising, and planning and assigning work, AND an associate's or higher level degree in civil engineering technology, construction technology, construction engineering technology, electrical technology, electrical engineering technology, engineering technology, industrial technology, industrial engineering technology, mechanical engineering technology, or mechanical technology.
