SUMMARY OF RESPONSIBILITIES: This class is responsible for performing field investigations of elevated electric and water consumption (high bill complaints)/coordinating enforcement of PWC water/electric conservation ordinances and efforts, assisting customers with usage problems and implementation of water/electric conservation programs. Responsibilities include, but are not limited to, comprehensive knowledge of current water/electric conservation practices and principles; knowledge of water/electric conservation devices; general knowledge of personal computers; ability to effectively use GIS, computer software and related programs, ability to assemble, organize, analyze, evaluate and present information to customer base; researching customer account histories; compiling/inputting/logging/ updating/retrieving data through the Customer Information System (CIS); generating/maintaining accurate reports/records; reporting instances of electric or water diversion to Utility Field Services; driving/operating vehicles in performing work assignments/responsibilities. Operates under the general supervision of the Marketing Manager, in accordance with established policies and procedures, with leeway allowed for independent judgment in carrying out the details of the work. Extended hours may be required. Performs other duties as required. FULL PERFORMANCE KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of water and electric safety rules, regulations and procedures; thorough knowledge of street layout/meter locations in the service areas; thorough knowledge of the CIS; good knowledge of the Commission’s policies regarding utilities/field services/procedures/processes; water and electric operations inspection and/or analysis of high/low billing impact; skill operating computers, MDT’S, and applicable software; thorough knowledge of operations/malfunctions of meters; ability to work independently, and conduct thorough investigations within acceptable time frames; ability to prepare/ maintain/retain detailed notes/records; ability to communicate effectively orally and in writing; ability to develop/ maintain courteous/effective working relationship with the public, and all level of employees. MINIMUM QUALIFICATIONS: Graduation from high school or possession of a high school equivalency diploma, and a minimum of three(3) years of progressive experience electric and water operations, or related customer service field work. Preferred background in electric and/or water conservation methods and applications. SPECIAL REQUIREMENTS: Must possess/maintain a valid North Carolina Driver’s License. PHYSICAL REQUIREMENTS: Must be able to perform the essential functions of the position. SAFETY HAZARDS: Inclement weather, insects, and loose animals.
