About The Position

This position will serve an important role in the Office of Civil Rights Investigations and Compliance (OCIC) as it supports the mission, goals, and objectives of Oregon Health & Science University. OCIC serves a critical role in support of OHSU's efforts to foster a safe, diverse, equitable, and inclusive learning environment and workplace culture. The position has the primary responsibility for conducting outreach, intake interviews, and referrals in response to civil rights and Title IX complaints lodged by employees, students, patients, volunteers, and others affiliated with the University. These responsibilities include conducting thoughtful outreach to reporting parties, facilitating contact with supportive resources, conducting neutral assessments of incoming reports; conducting and documenting trauma-informed intake interviews, and providing case management services as well as investigative support, when appropriate. This position will assist in partnership building, facilitating referrals to partners throughout the University. It will support communication with all levels of management and university and academic leadership in the areas of civil rights and Title IX.

Requirements

Bachelor’s Degree.
Three years of investigative experience involving civil rights complaints.
Demonstrated knowledge of federal, state and local civil rights laws and Title IX regulations.
Demonstrated knowledge of equal opportunity and affirmative action laws, regulations and processes.
Demonstrated knowledge and skill to conduct, plan, organize and lead collaborative case intake and other investigative procedures.
Excellent oral and written communication skills, including the ability to effectively speak and write in a clear and concise manner.
Excellent interpersonal skills, including listening abilities coupled with the skill to analyze complex issues and present clear and logical recommendations.
Ability and skills to analyze and interpret problems while developing strategies for conflict resolution.
Fluent with technology, including but not limited to the use of computers and the Microsoft Office Suite and other office equipment.
Demonstrated ability to work well with people from diverse backgrounds and cultures.
Demonstrated ability to effectively work with hostile and emotional individuals in a compassionate, professional and courteous manner and to diffuse and manage situations involving intense conflict.
Demonstrated ability to maintain positive working relationships among persons of competing interests.
Demonstrated ability to represent the University in a competent and professional manner.

Responsibilities

Administer the Office of Civil Rights Investigation and Compliance (OCIC) case intake process, including Title IX, independently and in accordance with federal, state, and local laws and the University’s policies.
Provide information and resources to reporting parties to help them understand what resources are available to them and allow for a nuanced understanding of the process/es available to them.
Conduct initial and on-going safety planning.
Assess reports to OCIC to ensure reports are routed to the proper department based on statements and interactions with the reporting party.
Assess for and recommend interim measures.
Assess for and recommend informal resolutions.
Facilitate the formal complaint process.
Take the statement of the impacted party.
Function as the second investigator when a formal complaint has been submitted.
Ensure understanding of process for the complaining party.
Participate in fact analysis with investigator when engaged in a formal investigation.
Provide independent assessment of institutional processes (HR, Legal, Academic, and other) in real-time to identify the need for independent review or other ad hoc process to address potential bias within accepted policy and practices.
Create and maintain effective working relationships within a diverse population and with those from various culture backgrounds.
Represent OCIC in collaborative work relationships with other confidential resources at OHSU such as the Confidential Advocacy Program, Ombuds, and employees/counselors in the Student Wellness Center.
Create and maintain relationships with OHSU based support services as well as community-based services and programs.
Provide trainings in the areas of prohibited discrimination such as race, gender, sexual orientation, disability, age, and religion, harassment, retaliation and accommodation requests under the guidance of the Director.
Independently advise and collaborate with directors, managers, Human Resources and all other customers on civil rights compliance and appropriate corrective action.
Continuing education, including education on best practices for investigations and changes to state and federal laws governing investigations and accommodations.
