About The Position

The Florida PALM Project is an enterprise project to replace the State of Florida’s legacy accounting, payroll, information warehouse, and cash management systems, using an enterprise resource planning solution. The replacement of the cash management systems, known as the CMS Wave, was completed in July 2021. The next major implementation, the Financials, Payroll, and Data Warehouse / Business Intelligence Wave, is currently underway and scheduled for Go-Live in January 2027. The Department of Financial Services is leading this statewide initiative, which impacts stakeholders and users of the State’s financial data, including all State agencies. We are an innovative team of experts specializing in financial operations, business analysis, project management, change management and stakeholder relations. Florida PALM is the State of Florida’s next-generation financial management platform, built on PeopleSoft, a technology that is used by national and international organizations across many industries to support a broad range of business and accounting functions. Florida PALM is already a valuable part of Florida’s financial management processes. Since the CMS Wave Go-Live, the Florida PALM Solution Center has supported over 1,000 users across 35 agencies. The next implementation will expand to over 3,000 users and integrate with more than 200 business systems, covering all major financial processes such as accounting, budgeting, payroll, and reporting. Following this rollout, a dedicated support team will maintain and enhance the system through regular updates and new capabilities. Requirements

  • Four (4) years of experience in Accounting, Finance, Information Technology, Management Information Systems, Computer Science or a related field. A post-secondary degree in relevant discipline (i.e., Accounting, Finance, Information Technology, Management Information Systems, Computer Science) may be used as an alternative for the years of experience on a year-for-year basis.
  • Two (2) years of experience performing business analysis functions, including working with subject matter experts, business users, or stakeholders to gather information, document expectations, and achieve the desired outcome.
  • Four (4) years of experience in accounting or in the management of State financial management processes: accounts receivable, revenue, assets, budget, cash, grants, payroll, disbursements, contracts, projects, financial reporting, or treasury.

  • Experience developing business process documentation to support production processes.
  • Experience analyzing system and business process issues, identifying root causes, and resolving.
  • Experience in requirements gathering, data analysis, design, development, testing and/or implementation of financial management system(s).
  • Experience working in team environments (i.e., as a leader or as a member).
  • Experience supporting system testing, UAT, or process improvement initiatives in an Enterprise Resource Planning (ERP) environment.
  • Experience with the Florida PALM Project assisting an agency or other entity with transition to Florida PALM and remediation of related systems.

Responsibilities

  • Working with supervisors and leadership to establish priorities and due dates for work assignments and keeping them up to date on key work items.
  • Communicating concerns and executive contact immediately to your supervisor and/or project leadership.
  • Managing all deadlines in an organized manner to ensure timely completion of fully developed work products.
  • Applying critical thinking (e.g., don’t just solve the problem at hand, solve the core problem).

  • Preparing presentation materials and leading meetings with state agencies and other stakeholders.
  • Attending conferences, conventions, etc. to extend knowledge of accounting and ERP principles, processes and changes.
  • Reviewing and providing input on current and proposed state and federal statutes and rules, and regulation changes (e.g., GASB standards, NACHA standareds) to determine impacts to the Florida PALM solution.
  • Serving as a functional expert in the accounting and financial management functions of the Florida PALM solution.
  • Working collaboratively with Florida PALM team members, DFS business owners, state agency business owners, enterprise business owners and other stakeholders to ensure functional designs and configurations are developed and maintained to meet business needs and result in the development and maintenance of a user-friendly and comprehensive solution.
  • Consulting with subject matter experts, business users, and stakeholders of the financial management solution, researching statewide problems and recommending solutions.
  • Identifying and developing production support processes that require action by the Florida PALM functional teams (to be business analyst teams).
  • Updating production support processes as changes are identified and changes are implemented in the Florida PALM solution.
  • Creating, managing, triaging and resolving Tickets within the Florida PALM Ticket Management System for issues identified at all stages (e.g., development, testing, production) of the System Design Life Cycle for the Florida PALM Solution, that require functional support.
  • Trouble shooting and fully analyzing identified problems within the Florida PALM Solution, identifying the appropriate action to resolve the problem and leading the action to resolution.
  • Coordinating with manager, other functional team members, manager and leadership on identified changes needed to production functionality (enhancements, bug fixes, configuration changes) to confirm the approach for implementing and agreement on the criticality of the identified need.
  • Analyzing enhancement requests that impact the Florida PALM Solution and making a recommendation on the appropriate action for the enhancement.
  • Developing functional design documents for approved enhancements.
  • Developing design changes to the functional design portion of Application Development documents as changes are identified.
  • Working with the technical resources to update and ensure accuracy of Application Development documents as bug fixes and enhancements are identified and implemented. Conducting in depth analysis and documentation for proposed system configuration changes and issues with existing configurations.
  • Developing and executing test scripts for assigned system modules to ensure system functionality meets the functional and technical design requirements.
  • Leading functional reviews for design, testing and other related activities for assigned system modules.
  • Completing approved system configuration changes.
  • Developing articles and proposing modifications to existing articles to ensure the Florida PALM Knowledge Center provides end-users with accurate, up to date content.
  • Assisting agencies and enterprise partners in understanding business process change impacts.
  • Assisting in training state agencies and enterprise partners.
  • Identifying risk and issues, design requirements, or otherwise, for assigned system modules.
