About The Position

We are presently seeking a Compliance Specialist/Community Development Analyst in our Office of Division Support. This position will primarily be responding to technical inquiries regarding federal cross-cutting requirements, assisting grantees through the Section 3 and Notice of Contract Award (NOCA) process and providing guidance on compliance regulations such as Build America, Buy America. What you’ll do: Review local government participation in housing and community services compliance areas (e.g., procurement, contract management, civil rights, environmental review, acquisition/relocation, labor standards) for housing, community development and/or homeless grant programs (e.g., Community Development Block Grant, HOME Investment Partnerships, Housing Assistance Grant Program, Emergency Solutions Grant Program, Housing Opportunities for Persons With Aids Program). Monitor and analyze procurement, contract management, civil rights, labor standards, acquisition and relocation, environmental review, and program procedures to determine compliance and recommend corrective action. Provide technical assistance to grantees, local government and other public/private organizations. Reviews CSD grant applications for programmatic impact, feasibility and compliance requirements. Prepare and disseminate pertinent information to grant recipients regarding compliance areas (e.g., procurement, contract management, civil rights, environmental review, acquisition/relocation, labor standards) related to designated CSD programs (e.g., designs, maintains and revises technical assistance documents and instructive handbooks for grant recipients). Responds to inquiries about issues relating to procurement and management of contracts, real property acquisition and relocation, labor standards, civil rights, and environmental review particularly with regard to compliance with federal requirements and State of Ohio Revised Code.

Requirements

  • 36 months experience in planning, developing and/or implementing community and/or economic development programs.
  • Or completion of an undergraduate core program in business administration, public administration, city and regional planning, sociology, social services or political science; 12 months experience in planning, developing and/or implementing community and/or economic development programs.
  • Must be able to provide own transportation.

Nice To Haves

  • Previous experience in Crosscutting requirements, Environmental Reviews, and Fair Labor Standards helpful.
