About The Position

This position is responsible for administering the Bank’s loan and deposit compliance programs.  The Compliance Specialist III reports to, and will assist, the Chief BSA/Compliance Officer in assuring that Bank policies, procedures, forms, and disclosures comply with all federal and state laws, rules, and regulations.

Requirements

  • Minimum of 15 years of experience in the banking industry with at least 10 in regulatory compliance.
  • Proficiency in Microsoft Word, Excel, Outlook, and PowerPoint.
  • Strong communication skills, both written and verbal.
  • Strong organizational skills.
  • Ability to prioritize and multi-task in a highly visible, fast paced, ever-changing environment.
  • Ability to handle confidential matters and information.
  • Ability to work with all levels of management.

Responsibilities

  • Participate in coordinating the Bank’s Community Reinvestment Act program which includes:
  • Oversee CRA data monitoring and geocoding to identify loan and application penetration in assessment areas;
  • Identifying low to moderate income census tracts where penetration is deficient and coordinate outreach programs with Senior Lenders;
  • Reviewing investment portfolio and make purchase recommendations to CFO for CRA eligible products;
  • Documenting all community service activities performed by the Bank and its employees, officers and directors;
  • Maintaining CRA Public File/Branch Files.
  • Participate in scrub of HMDA records for annual HMDA submission.
  • Participate in audit and monitoring of adverse action letters (credit and product denials) for compliance.
  • Assist in the Bank’s Fair Lending Program which includes, but is not limited to, review and analysis of consumer loan pricing practices and rate deviation practices.
  • Attend and participate in all Compliance Committees.
  • Help coordinate external audits/examinations with third party consultants and regulatory authorities.
  • Participate in internal audits and monitoring functions as dictated by the Compliance Officer.
  • Participate in review of deposit operations for compliance with Regulation CC, Regulation E, and Regulation DD and internal bank policy and procedures.
  • Act as liaison between branch personnel and compliance department.
  • Participate in scheduling and providing necessary compliance training for staff and maintain bank wide compliance training file.
  • Be a reliable and knowledgeable resource to bank employees and customers.
  • Be a resource for elevating knowledge of subordinates in Compliance Department.
  • Provide guidance to subordinates in Compliance Department.
  • Represent the Compliance Department in the absence of the Compliance Officer.
  • Proactively contribute, as a member of the Compliance Department, by drawing on training, experience and knowledge to ensure department is addressing new compliance regulations and requirements, identifying existing issues, avoiding new issues.
  • Proactively contribute, as a member of the Compliance Department, in developing tools and training aids to simplify compliance of bank employees.
  • Proactively contribute, as a member in the Compliance Department, by ensuring the bank is maintaining an effective and dynamic compliance program.
  • Perform any other duties or tasks assigned by the Compliance Officer.
  • Adhere to BSA/AML policy and all other bank policies.
