About The Position

World leading ISR and defense Electronics Company is actively seeking qualified applicants for the position of Compliance Officer to provide strategic leadership for our client’s trade compliance program. While reporting to senior management on compliance program status, the Compliance Officer will: · Manage all trade compliance matters · Provide oversight on all company activities that relate to any controlled equipment or technology · Work closely with business units to ensure internal controls are met · Provide training tailored to the level of interaction with export regulations. · Identify risk areas and implement or improve policies and training to ensure robust compliance.

Requirements

  • Bachelor’s degree or combination of education and experience.
  • Ten years of experience and expert knowledge in global trade compliance, including direct experience with and knowledge of the ITAR (22 CFR 120 – 130), EAR (15 CFR 700 – 799).
  • The successful candidate will also be capable of developing licensing strategies that support the forward growth of the business.
  • Knowledge of Customs and Border Protection regulations and U.S. Census Bureau Harmonized Tariff Schedule.
  • Must qualify as Empowered Official according to 22 CFR 120.25.
  • Travel: 10 to 20% domestic and international.
  • Candidates must document US citizenship and active security clearance at Secret level or above.

Responsibilities

  • Ensure business units comply with applicable export control laws and regulations, including the requirements contained in the Trade Compliance Manual and associated procedures.
  • Update and improve the Trade Compliance Manual as necessary, including any related procedures.
  • Create, track and maintain export/import license or export agreement applications and requests for other types of export or import approvals.
  • Communicate and develop positive relationships with relevant government agencies, to include applicable Tri-Service Committee contacts.
  • Provide guidance and oversight to supply chain management on all controlled import/export transactions.
  • Provide guidance on customs requirements as necessary.
  • Classify commerce items in the Harmonized Tariff Schedule.
  • Develop, improve and implement procedures for Business Development and Procurement to ensure denied party screening is completed and export classifications are accurate.
  • Self-classify and document classification of equipment and technology, including those relating to Export Control Reform. Review supplier classifications and document internal concurrence or re-classification for export.
  • Build on existing recordkeeping procedures to ensure all export activities are stored in designated repositories. This includes ensuring business units log exports and store copies in the identified repositories.
  • Ensure the company maintains compliance with all license and agreement provisos by developing procedures and providing training.
  • Improve and maintain the record matrix.
  • Maintain the licensing and agreement status log.
  • Provide role-specific export compliance training on a regular and timely basis.
  • Monitor and advise on changes to export control laws and regulations, the Trade Compliance Manual and related procedures.
  • Review and provide guidance to inquiries from Business Units regarding compliance issues.
  • Perform internal audits on a regular basis and in accordance with the Trade Compliance Manual.
  • Document incidence reports and document Corrective Actions.
