This position serves as the Compliance & Investigations Manager. In this role, you will assist the Division Manager in the Fair Labor Standards (FLS) Division of the Illinois Department of Labor. Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in Law Enforcement.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a law enforcement or investigative program.
  • Requires the ability to travel in the performance of duties, with overnight stays as appropriate.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime, including scheduled, unscheduled, or last-minute overtime.
  • This position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • Requires completion of a background check and self-disclosure of criminal history.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry-related topics relevant to the job duties.

Nice To Haves

  • Three (3) years of experience with federal, state, or municipal labor laws, such as those enforced by the IL Department of Labor.
  • Three (3) years of experience conducting complex labor law investigations.
  • Two (2) years supervisory experience with bargaining unit employees.
  • Two (2) years of experience exercising judgment in developing, implementing, and interpreting departmental policies and procedures.

Responsibilities

  • Interprets and applies statutes and manages the labor law enforcement program activities under the ComplianceUnit, including those related to Illinois Wage Payment and Collection Act, Child Labor Law, Day and Temporary Labor Services Act, Minimum Wage Law, Job Opportunities for Qualified Applicants Act, One Day Rest in Seven Act, Consumer Coverage and Disclosure Act, School Visitation Rights Act and Private Employment Agency Act.
  • Serves as full-line supervisor.
  • Supports the statewide operations of the FLS licensing, registration, and permit programs. Develops and monitors procedures and systems for Child Labor, DTLSA, NALA, ODRISA, PEA and other FLS licenses, registrations, and permits.
  • Conducts both complaint-based and proactive investigations under laws enforced by the Fair Labor Standards Division.
  • Assists the Division Manager with management and oversight of the Fair Labor Standards Division.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
