About The Position

The Public Employees Retirement System is recruiting for one (1) Compliance and Regulatory Supervisor 2 (CRS2) position in the Compliance, Audits, and Risk Division (CARD), Policy Analysis and Compliance Section (PACS). This is a full-time, permanent position. This is a hybrid position based at our headquarters in Tigard, Oregon, and the successful candidate will need to work 1-2 days in the office depending on the weekly business need. This recruitment will be used to establish a list of qualified applicants to fill the current vacancy and may be used to fill future vacancies as they occur. This is a management service, supervisory position. It is not represented by a union or collective bargaining agreement. We serve the people of Oregon by administering public employee benefit trusts to pay the right person, the right benefit, at the right time. Compliance, Audits, and Risk Division (CARD) CARD assists the agency in meeting its mission by directing risk management and compliance activity for the agency’s programs: Tier One/Two, OPSRP, Oregon Savings Growth Plan, PERS Health Insurance Program, and the State Social Security Program. The Division oversees and coordinates legal activities, assists management in the identification and management of risks, and provides independent audit and consulting services to ensure compliance with rules and identify operational inefficiencies. Additionally, CARD oversees the agency’s Information Security Program, Continuity Management Program, and records management. Policy Analysis and Compliance Section (PACS) PACS is responsible for administering the agency’s policy development and implementation, including legislative development and analysis, applying both federal and state law. It is also responsible for the agency's administrative rulemaking, and addressing and responding to appeals, contested cases, and disputes. This Section works with the Department of Justice in managing litigation and assists agency management in responding to employer, legislative, and executive stakeholders. What you will be doing: The primary purpose of the Compliance and Regulatory Supervisor 2 (CRS2) is to supervise the Appeals Team day-to-day operations by providing direction, leadership, and employee support. This position will work closely with internal and external interested parties, including DOJ, the Office of Administrative Hearings, and member representatives, ensuring our determinations are meeting agency mission and goals, adhering to controlling law and rules and the agency’s fiduciary responsibilities, and treating all similarly affected members consistently. Requirements

  • Four Years of lead work, supervision, or progressively related experience; OR one year of related experience and a Bachelor’s degree in a related field.
  • Knowledgeable in legal processes, specifically administrative appeals and contested cases.
  • Skilled at interpreting, applying, and explaining laws, rules, regulations, policies, and procedures.
  • Excellent written and verbal communications and interpersonal skills.
  • Experienced in reviewing, researching, and analyzing complaints as well as responses.
  • Ability to lead with good judgment, neutrality, fairness, ethics, integrity, and accountability.
  • Ability to exercise independent judgment and initiative.
  • Ability to make decisions and participate effectively in a team-based management group.
  • Strong attention to detail.
