The Estate Administration Unit (EAU) and Personal Injury Liens Unit (PIL) are statewide recovery programs within OPAR that help protect Oregon’s public resources. EAU recovers assistance from the estates of deceased clients and provides guidance on related legal and probate matters. PIL recovers medical and cash assistance costs tied to accident-related injuries through filing and negotiating personal injury liens. The Office of Payment Accuracy and Recovery (OPAR) is seeking a dynamic, collaborative leader to serve as the Assistant Manager for the Estate Administration and Personal Injury Liens Units. This role directly supports Oregon’s commitment to responsible stewardship of public funds by guiding two high-impact statewide programs that recover nearly $50 million in resources each biennium. Requirements

  • A valid driver’s license and acceptable driving record are required for this position.
  • Four Years of lead work, supervision, or progressively related experience; OR one year of related experience and a bachelor’s degree in a related field.

Responsibilities

  • The Assistant Manager for the Estate Administration Unit and Personal Injury Liens Unit provides daily leadership, supervision, and operational support for two statewide recovery programs within OPAR.
  • The position assigns work, guides staff performance, conducts reviews, and ensures consistent application of laws, rules, and policies.
  • They oversee unit workflows and data reporting, support strategic planning and continuous improvement efforts, and collaborate with internal and external partners—including field offices, DOJ, CCOs, and community organizations.
  • The Assistant Manager also resolves complex cases, recommends policy or process improvements, and ensures technical systems and procedures support effective program operations.
