About The Position

As the lead stakeholder of the 49 CFR 217.9 mandated Competency Management Program, you will advise and aid the operational business units with the planning, execution, and recordkeeping of their 49 CFR 243 training programs and submissions.

Requirements

  • Interpretation of state and federal regulatory governance
  • Training program management and delivery, including LMS content development
  • Effectively communicate training concepts with business units
  • Maintain effective relationships with internal and external stakeholders
  • Work change management in an operational context
  • Able to effectively extrapolate using key data and experience
  • Judge tasking requirements in order to effectively manage time
  • Understanding of the concepts of building a Competence Program and ability to effectively execute the Program
  • 5+ years of operational experience
  • Experience interpreting state and federal regulatory frameworks required
  • Proficiency in MS Office software
  • Proficiency with LMS content development
  • Proficient writing and language skills

Nice To Haves

  • 3 years rail experience (preferred)
  • Knowledge of 49 CFR 217/243 preferred
  • Other software (MS Project, Comply 365, Power BI, MS Visio, Coruson, TRMS)

Responsibilities

  • Competence Management Ensure compliance with CFR217
  • Restructure the CFR217 program such to demonstrate operational competence of field staff
  • Build systems required for the governance of the program
  • Report out each month the testing and failure rate
  • Liaise with Transportation, Mechanical and Engineering for tests
  • Conduct analysis on the testing results and provide recommendations
  • CFR243 Management Ensure that each of the business units has a robust 243 Training Plan
  • Ensure that plan submissions are completed as per regulation requirement
  • Liaise with internal and external stakeholders to achieve required aims
  • This role may be to perform other functions under the direction of the Director of Human Factors and Training
