About The Position

Achieva is seeking a Community Supported Living (CSL) Manager to lead residential programs with compassion and excellence, championing person-centered care to ensure individuals with disabilities have the tools and environment to lead a life of personal significance. The CSL Manager is responsible for the overall operation, compliance, and quality of assigned residential homes in accordance with Pennsylvania regulations and organizational policies. This role ensures the health, safety, and well-being of people supported while providing effective leadership and supervision to Program Specialists, overseeing service delivery, growth, and regulatory readiness to promote high-quality, trauma-informed care.

Requirements

  • Master’s degree + 2 years of experience working directly with individuals with ID/A.
  • Bachelor’s degree + 3 years of experience working directly with individuals with ID/A.
  • Associate’s degree (or 60 credits) + 5 years of experience in the field (3 years must be in a supervisory capacity).
  • Strong knowledge of PA DHS regulations, licensing standards, and person-centered planning.
  • Excellent leadership, communication, and problem-solving skills with the ability to manage multiple priorities.
  • Proficiency in documentation, reporting, and basic computer applications.
  • Valid PA driver’s license with an acceptable driving record.
  • CPR/First Aid certification (or ability to obtain).
  • Must be able to pass required background checks, including Act 33, Act 34, and FBI clearances.

Responsibilities

  • Ensure all operations align with PA Department of Human Services (DHS) and Office of Developmental Programs (ODP) regulations; maintain readiness for licensing and audits.
  • Recruit, hire, train, and evaluate staff; provide coaching, corrective action, and performance improvement plans to support professional growth.
  • Manage referrals, oversee program growth, and lead the successful opening of new residential homes.
  • Supervise the implementation of Individual Support Plans (ISPs), Behavior Plans, and Communication Plans to ensure individualized care.
  • Monitor accurate and timely documentation, including incident reports, medication records, HRSTs, and assessments.
  • Monitor the health and behavioral needs of people supported and ensure strict adherence to medication administration and health protocols.
  • Act as a liaison between families, support coordinators, and interdisciplinary team members to advocate for dignity and independence.
  • Respond to on-call needs, emergencies, and crisis situations, and conduct thorough investigations as required.
