The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders. This is a highly responsible and professional position that will serve as a Community & Social Services Manager. This position will collaborate with each section within the program office and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.

  • Supervise and direct employees, spending the majority of time communicating with, motivating, training and evaluating them.
  • Plan and direct work, having the authority to recommend actions such as hiring, transferring, suspending, laying off, promoting, discharging, assigning, and rewarding or disciplining direct reports.
  • Evaluate employees against established standards and take appropriate actions when necessary.
  • Assist the Director of Regional Operations and Initiatives in administering and evaluating SAMH programs.
  • Plan, monitor and evaluate major treatment, services, or rehabilitative programming with a focus on child welfare integration.
  • Work with multiple systems within the Behavioral Health continuum to assist with quality, service array, oversight, performance, and integration.
  • Administer the Northeast Region System of Care to ensure coordinated and efficient service delivery for DCF, SAMH clients.
  • Formulate policies and procedures impacting personnel, administration, and operations targeting Child Mental Health and Substance Abuse Programming.
  • Oversee and assist the director in matters related to Child Welfare integration programming and co-supervision of internal SAMH staff.
  • Two years supervising or serving in a leadership role.
  • Licensure in psychology, social work, mental health counseling, family and marriage therapy or closely related field.
  • Three years of post-graduate experience treating mental health and/or substance use disorders.
  • A bachelor's degree from a college or university is preferred and four years of professional behavioral health experience.
  • A master's degree from a college or university can substitute for one year of the required experience.
  • Professional experience can substitute on a year-for-year basis for the preferred college education.
  • Training in motivational interviewing.
