About The Position

The Outreach Supervisor oversees daily homeless outreach and encampment assessment operations across the City, ensuring consistent implementation of the City’s Homeless Protocol. This position provides frontline supervision, operational coordination, and quality control for outreach staff and works closely with City departments, County agencies, and nonprofit partners to deliver coordinated, service-first responses to unsheltered homelessness in public spaces. This position manages the workflow and prioritization of community requests, ensuring consistent and trauma-informed engagement practices in the field. The Supervisor serves as a central point of contact for various City departments, neighborhood associations, and community stakeholders, providing support for safe, efficient, and service-oriented responses to encampments and unsheltered individuals. The role requires strong leadership, operational decision-making, and the ability to navigate complex situations while upholding Housing First principles.

Requirements

  • Bachelor's degree in a related field
  • Three (3) years of directly related experience
  • Any combination of relevant education and experience may be substituted on a year-for-year basis.

Nice To Haves

  • Five (5) or more years' prior experience managing/performing outreach and coordination for underserved populations.
  • Two (2) years of experience leading outreach, crisis response, human-services teams, or similar field-based staff.
  • Experience coordinating multi-agency responses or field operations (public health, crisis teams, encampment response, etc.).
  • Knowledge of Housing First, trauma-informed engagement, motivational interviewing, and crisis intervention.
  • Experience in support services for those in housing with high needs (i.e., substance use, chronic medical issues, severe mental health issues, and disability diagnosis).
  • Experience with Homeless Management Information Systems as well as Client tracking software.
  • Ability to communicate/collaborate with external stakeholders to include: Ward offices, City Departments, Neighbor Associations, NGO's, Non-profits.
  • Strong knowledge of community supportive services/resources.

Responsibilities

  • Ensure consistent and lawful application of the City’s Homeless Protocol, including notice requirements, outreach standards, property handling procedures, and documentation.
  • Provides training, coaching, and professional development for engagement standards, safety practices, and data accuracy.
  • Conducts regular check-ins, reviews documentation, and ensures compliance with program expectations.
  • Conducted hands-on field training and shadowing to ensure staff can apply policy and procedures in real-world environments.
  • Manages the triage and prioritization of encampment-related requests from community members, City departments, and partner agencies.
  • Coordinates field deployments, ensuring staff follow established protocols, safety procedures, and communication workflows.
  • Monitors site conditions and deployment outcomes, resolving operational challenges as they arise.
  • Implements monitoring and evaluation processes to assess the effectiveness of deployment, the quality of outreach, data accuracy, and service engagement outcomes.
  • Identifies trends and opportunities to improve assessment consistency, field coordination, and overall program impact.
  • Identify trends, service gaps, and operational challenges and provide recommendations to leadership to improve outreach effectiveness and resource deployment.
  • Train, mentor, and evaluate outreach personnel to ensure professionalism, consistency, and adherence to best practices.
  • Performs all other duties and tasks as assigned.
