About The Position

The purpose of this position is to manage and implement community and business development projects. Essential Duties and Responsibilities: Supervises staff by prioritizing and assigning work, conducting performance evaluations, ensuring staff training and adherence to policies and procedures, assisting in hiring, termination, and disciplinary recommendations, and providing guidance. Provides project planning and implementation by monitoring grants and project progress, verifying funding is used in accordance to regulation, managing community development projects, preparing semi-annual reports for submission, preparing project environmental assessments, and providing technical assistance to contractors. Prepares and reviews a variety of development designs, layouts, sketches, plans, specifications, feasibility studies, and related documents for projects. Assists in developing project parameters by preparing bid documents, requests for quotes, and recommending change orders or contract modifications. Prepares and administers community development budget by determining division expenditures for fiscal year, maintaining records of program income, assigning account numbers for projects, monitoring balances, approving expenditures, and recommending approval of budget transfers and amendments. Maintains relationships with commissions, boards, City Council, management, internal departments, private developers, and the general public. Administers the Community Development Block Grant and Home Investment Partners Program. Supplemental Functions: Performs other similar duties as required.
