DEFINITION Under general supervision, Communication Specialists, “Dispatchers”, perform clerical work for the Security Department involving the operation of radio, telephones, computerized and electronic communications equipment at The Bellevue Collection and Kemper Development Company properties. Incumbents are assigned to particular shifts and may have to work varying or rotating shifts. Work is performed under the direct supervision of a Communications Sergeant who reports to the Assistant Manager and Senior Security Manager in charge of Communications. DISTINGUISHING CHARACTERISTICS Employees in this classification perform operating level duties as licensed security/communication officers on a 24‐hour‐a‐day, 7‐day‐per‐week basis, typically working five [5] eight [8] hour shifts totaling 40 hours per week, with overtime required at times. (Attendance is a significant consideration in this job.) Work varies, but is generally governed by department rules, regulations, and operating procedures, with job performance reviewed regularly by the Security Communications Manager. The Communication Specialist are expected to act with a great deal of independence and initiative in daily performance of their duties, continuously demonstrating and maintaining proficiency in all security related tasks, while working in harmony with fellow employees and fostering teamwork whenever possible. The Communication Specialist will be tested on their knowledge and asked to demonstrate certain skills at regular intervals.

Requirements

  • Must successfully complete the following training programs:
  • Pre‐assignment security tapes
  • Safety orientation, MSDS program and emergency evacuation, etc.
  • PSTN tape series – Disc#1, chapter 2/4, Disc# 2, chapter 7/8 Disc #3, chapter 9/10
  • Blood borne pathogen.
  • CPR / First Aid & AED
  • Fire Extinguisher and response training
  • Computer training – Microsoft Office, Perspective, merge digital photographs, print reports, etc.
  • Verbal Judo tape series
  • Control Room / Dispatcher training / 911 procedures
  • Optional Training – flagging in order to work special events.
  • Proficient in English language is required.
  • Ability to maintain composure and make appropriate decisions when reacting to a variety of situations that may involve the safety of persons and property.
  • Ability to determine priorities among simultaneous requests and messages.
  • Ability to transcribe radio and telephone messages quickly and accurately.
  • Ability to perform assigned duties with minimal supervision.

  • Considerable knowledge of departmental rules and procedures as they relate to the communications role. Considerable knowledge of codes and abbreviations required for radio communications, computer, and related electronics equipment. Working knowledge of pertinent laws and regulations commonly involved in loss prevention and property management.
  • Must have a high school diploma or GED and proof thereof.
  • 2 years of clerical or other work experience involving direct public contact such as sales, customer services representative, receptionist, or similar level of complexity.
  • Proficiency in English reading, writing and verbal communication skills are required.
  • A typing speed of 35 words per minute without mistakes is a requirement for this job.
  • Must be able to obtain a Washington State Private Security License.
  • Ability to work both independently and in a team environment.
  • Ability to be seated for long periods.

Responsibilities

  • Ability to operate computer terminals, as well as Simplex Fire Systems, Cardkey Computer, License Plate Recognition program, Emergency Intercoms, Elevator Intercoms, and control switches, etc.
  • Ability to work effectively under pressure with more than one thing happening, while maintaining detail and accuracy in work product, i.e., put phone call(s) on hold to answer radio call(s) from security officers in the field.
  • Ability to express ideas courteously and effectively, both orally and in writing.
  • Ability to read, understand and interpret rules and regulations, including safety regulations.
  • Ability to assimilate information, then formulate appropriate plan of action, factoring in public relations as major concern.
  • Ability and willingness to follow and abide by all issued and/or published rules and regulations governing the conduct of employees employed by Kemper Development Company.
  • Ability to understand and execute written and oral instructions in a timely manner as required by a particular event, situation, set of circumstances or memorandum.

  • Ability to work varied shift assignments on a scheduled, sometimes unscheduled or emergency basis, including weekends and holidays.

  • Monitors and operates fixed base communications equipment (2‐way radio, telephones, and computer terminals) as part of a security network linking Bellevue Collection and Kemper Development properties. Other public service communication needs may be handled during certain hours.
  • Receives and transmits messages between fixed base locations and mobile units.
  • Initiates and coordinates movement of security personnel in response to both routine and emergency situations.
  • Maintains current and accurate listing of field unit locations.
  • Monitors electronic alarms, emergency management systems and other warning systems including emergency elevator intercoms for all three projects.
  • Provides information and assistance to the public on a variety of subjects such as: hours of operation, rules, and regulations, transferring phone calls and messages, parking information, local ordinances, and laws affecting all three projects.
  • Monitors video surveillance camera systems, initiating recording of activities as necessary to protect ownership interests.
  • Maintains typed logs showing field unit activities for all three properties.
  • Prepares a variety of reports, type reports, testimony, statements, and other materials.
  • Performs other clerical duties including filing and data coding.
  • Reach above head to operate fire panel equipment, switches, and to lift down three ring binders containing emergency procedures.
  • Receives inventories, secures, and eventually releases, after establishing proper title and/or ownership, lost and found property.
  • Lift files weighing approximately 20lbs occasionally.
  • Move quickly around the dispatch center when dealing with emergencies.
  • Sit for long periods while still maintaining alertness and attention to assignment(s).
  • Talk on two‐way radio in calm, clear voice, making it possible for others to understand your situation or circumstances. (English language required.)
  • Talk with individuals who are upset and calm emotionally charged situations.
  • Give directions to people visiting our companies and assist with goodwill for the projects.
  • Performs related duties as required.
