About The Position

The Communications and Outreach Project Manager is responsible for leading the planning, coordination, and execution of comprehensive communications and public outreach initiatives supporting the Authority's programs, projects, and policies. This role ensures that all communications and engagement activities align with the Public Participation Plan (PPP), Title VI requirements, and the WMATA Compact, promoting transparency, inclusion, and strong community relationships. Key responsibilities include developing and managing project timelines, scopes of work, and task orders for procurement, ensuring all efforts are delivered on time, within scope, and within budget. The Communications and Outreach Project Manager prepares, reviews, and interprets content for public communications, manages outreach logistics, and oversees staff and consultant activities to implement effective engagement strategies. The position also manages budget tracking, invoice review, and contract compliance across multiple communications projects. The role collaborates closely with departmental points of contact, project managers, and other stakeholders to confirm compliance with Title VI and FTA standards, while ensuring that all materials and communications meet professional and regulatory guidelines. The Communications and Outreach Project Manager writes, edits, and produces a variety of high-quality materials, including reports for the Board of Directors, Title VI documentation, and other official submittals. Additional duties include maintaining databases and records in alignment with PPP and FTA documentation requirements, as well as developing and delivering internal training programs related to the Public Participation Plan or project-specific outreach initiatives. The position also represents WMATA as a brand ambassador at public events, stakeholder meetings, and community engagements, building relationships, delivering presentations, and facilitating two-way communication through surveys and other feedback tools. This role requires exceptional project management, communication, and stakeholder engagement skills, as well as the ability to translate complex information into accessible and effective public messaging that supports WMATA's mission and community trust.

Requirements

  • B.A. in Communications, Public Affairs/Public Relations, Business, Planning or a related field.
  • Minimum of six years of progressively responsible experience in communications project management, preferably in a large service organization setting.
  • Bilingual skills a plus.
