The Department of Public Safety and Correctional Services (DPSCS) is seeking dedicated candidates to fill important roles within our department. This is an Executive Services position with the Department of Public Safety and Correctional Services (DPSCS). The incumbent serves at the pleasure of the appointing authority. The Commissioner of Correction is appointed by the Secretary of the Department of Public Safety and Correctional Services with the approval of the Governor and Senate advice and consent (Correctional Services Article, Secs 3-202 through 3-207). As a key member of the Office of the Secretary of DPSCS, the Commissioner of Correction provides overall management of the Division of Correction to include its correctional facilities, administrative functions, commitment services and Maryland Correctional Enterprises (MCE). Of utmost importance is ensuring the efficiency of operations, emergency preparedness, safety of personnel, incarcerated individuals and the public, monitoring of budgets, and adherence to statutes, policies and procedures.

Requirements

  • A Bachelor’s Degree from and an accredited college or university in corrections, criminal justice, criminology, social work, or a related field.
  • Eight (8) years of experience supervising or managing in a correctional setting to include three (3) years of senior management experience in corrections and/or pretrial detention administration including planning, directing, coordinating and monitoring security operations, administrative functions, treatment and institutional programs; establishing program objectives policies, procedures, rules and regulations, budget administration, legislative presentations, and collaborating with external criminal justice organizations.

Nice To Haves

  • Previous experience managing a budget for a State correctional facility.
  • Previous experience managing an American Correctional Association (ACA) accredited facility.

Responsibilities

  • Plan, organize, monitor, evaluate, and coordinate the operations of the State of Maryland Correctional Institutions.
  • Develop long range plans, goals, and recommend changes to established policies.
  • Build organizational effectiveness to best accomplish the Departmental mission in accordance with State and federal policies.
  • Develop programs to improve the effectiveness of the Department and overall operation of the organization.
  • Establish policy and procedure in areas specific to the operation of Institutions in the State and ensure compliance through audits and onsite inspections.
  • Monitor operational compliance through a variety of audits, inspections and onsite visits.
  • Develop corrective actions to meet requirements as necessary.
  • Analyze staffing to meet changing needs and maintain appropriate staffing levels.
  • Monitor personnel matters to include employee performance appraisals, disciplinary actions, hiring, promotions.
  • Serve as Duty Officer and the first point of contact for an emergency situation.
  • Establish a State Command Center to manage emergencies.
  • Review emergency management plans and recommend changes to plans as necessary.
  • Review training needs and training emergency management exercises.
  • Establish and maintain effective communications with inter- and intra-governmental agencies within and external to the Department of Public Safety and Correctional Services
  • Communicates Departmental mission and requirements clearly and concisely. Maintains lines of communication within the State in order to efficiently and effectively manage operations.
  • Communicate effectively to management, staff, public, incarcerated individuals and other stakeholders.
  • Maintain a positive working relationship with the community, the legislature, local, state and federal agencies, and the courts in the various counties in the State.
  • Draft reports, memoranda, correspondences and directives.
  • Maintain direct contact with institutions and offices within the State through frequent, regularly scheduled visits, meetings and phone and email communications.
  • Represent the State of Maryland in negotiations with exclusive bargaining representatives.
