ABOUT NEW YORK CITY BOARD OF CORRECTION The New York City Board of Correction (“BOC” or the “Board”) is a nine-member, non-judicial oversight body that regulates, monitors, and inspects the City’s correctional facilities. Established in 1957 and strengthened in independence in 1977, BOC is one of the earliest oversight boards for detention settings in the United States. The City Charter mandates five core functions: - Establish and ensure compliance with minimum standards for the care, custody, treatment, and discipline of people in DOC custody. - Investigate serious incidents. - Review grievances from people in custody and staff. - Evaluate the performance of the Department of Correction. - Make recommendations on areas of key correctional planning. With offices in Lower Manhattan and on Rikers Island, BOC partners with DOC, Correctional Health Services, DCAS, and other stakeholders to carry out its oversight responsibilities through public reporting and data-driven analysis.
