About The Position

Vineyard City is one of Utah's fastest-growing communities, located along the shores of Utah Lake in the heart of Utah County. The City is committed to maintaining a safe, clean, and high-quality environment through effective code enforcement, community engagement, and responsible development practices. The Code Enforcement Officer is responsible for investigating potential violations and enforcing municipal codes, ordinances, and regulations. This role plays a critical part in maintaining community standards by addressing quality-of-life issues such as nuisances, zoning violations, and public safety concerns. Working under the direction of the Community Development Director, and the supervision of the Vineyard Sheriff's Department, the Code Enforcement Officer engages with residents, businesses, and contractors to ensure compliance and promote a safe and orderly community.

Requirements

  • High school diploma or equivalent
  • One (1) year of specialized training (workshops, technical education, or related coursework)
  • One (1) year of related experience in code enforcement, inspections, investigations, or a related field OR an equivalent combination of education and experience
  • Valid Utah Driver's License
  • Knowledge of municipal codes, zoning regulations, and enforcement procedures
  • Understanding of legal processes related to code enforcement
  • Strong investigative and report-writing skills
  • Ability to interpret maps, property records, and regulations
  • Excellent interpersonal and communication skills
  • Ability to enforce regulations with tact, fairness, and professionalism
  • Strong problem-solving, negotiation, and public relations skills

Nice To Haves

  • Experience in local government ordinance enforcement or inspections
  • Background in law enforcement, civil investigation, or regulatory compliance

Responsibilities

  • Enforce city codes, ordinances, and regulations related to business licensing, zoning, weeds, pests, signage, hazards, and general nuisances
  • Monitor community compliance and address quality-of-life concerns
  • Receive and respond to citizen complaints regarding code violations
  • Conduct inspections of public and private properties and perform follow-up actions
  • Investigate violations related to noise, snow removal, weeds, and other nuisances
  • Advise property owners, builders, and contractors on compliance requirements
  • Conduct field investigations and determine the extent of violations
  • Verify business licenses, signage compliance, and property conditions
  • Coordinate with animal control, health departments, and other agencies as needed
  • Prepare investigative reports and initiate legal proceedings when appropriate
  • Provide testimony in court as required
  • Work closely with Planning and other City departments on code interpretation and enforcement
  • Review and recommend updates to codes and ordinances
  • Assist in adapting and improving enforcement practices
  • Educate residents, contractors, and developers on applicable codes and regulations
  • Promote voluntary compliance through communication and problem-solving
  • Maintain accurate records, reports, notices, and citations using City systems
  • Prepare written and oral reports for City leadership, boards, and committees
