About The Position

BRIEF DESCRIPTION: The Code Enforcement Officer is responsible for enforcing the City’s municipal codes and ordinances related to land use, zoning, property maintenance, public nuisances, signage, and substandard structures. This position works to promote health, safety, and welfare within the community by ensuring compliance through education, investigation, and enforcement actions. ORGANIZATIONAL RELATIONSHIPS: 1. Reports to: Assistant Police Chief 2. Directs: None 3. Other: Will have dealings with all city personnel and the general public GENERAL STATEMENT: This is an extremely important, responsible, and non-supervisory position that requires significant attention to detail. The incumbent must have a high-drive for clerical work and good organizational skills.

Requirements

  • Basic understanding of municipal codes and zoning regulations (training provided).
  • Ability to read maps, legal descriptions, and interpret city ordinances.
  • Excellent written and verbal communication skills.
  • Strong interpersonal skills and ability to resolve conflict tactfully.
  • Proficient with email, word processing, and case management software.
  • Ability to work independently in the field and manage multiple investigations.
  • Must maintain professionalism, integrity, and discretion in dealing with the public.
  • High school diploma or equivalent required.
  • Must possess a valid Texas driver’s license with a satisfactory driving record.
  • Must obtain registration as a Code Enforcement Officer in Training through the Texas Department of Licensing and Regulation (TDLR) within 6 months of hire.
  • Must obtain full Code Enforcement Officer Registration through TDLR within 18 months of hire.
  • Must be bondable
  • Work is performed both indoors and outdoors in all weather conditions.
  • Frequent standing, walking, climbing, bending, and reaching required.
  • Exposure to animals, insects, hazardous materials, unsanitary conditions, and irate citizens may occur.
  • Must be able to lift and carry up to 25 pounds occasionally.
  • May be required to attend evening meetings or respond to emergencies outside normal working hours.

Nice To Haves

  • Associate's or Bachelor's degree in criminal justice, public administration, construction, or related field preferred.
  • Prior experience in law enforcement, public safety, customer service, or inspections preferred but not required.

Responsibilities

  • Investigate complaints and proactively identify violations of city ordinances related to property maintenance, zoning, signage, junk vehicles, overgrown vegetation, illegal dumping, and other nuisances.
  • Conduct routine inspections of residential, commercial, and undeveloped properties.
  • Document findings with written reports, photographs, and case files; issue notices of violation, citations, and other formal compliance notices.
  • Maintain accurate records of investigations, enforcement actions, correspondence, and court appearances.
  • Educate property owners and residents regarding applicable codes and encourage voluntary compliance.
  • Prepare cases for court proceedings; appear and testify in municipal court or administrative hearings as needed.
  • Coordinate with departments such as Police, Fire, Public Works, and Legal to address complex or hazardous violations.
  • Monitor abatement contracts and assist in securing or clearing unsafe properties when necessary.
  • Respond to inquiries from the public and provide guidance related to city ordinances and processes.
  • Perform other duties as assigned related to code enforcement and community compliance.
