About The Position

This position is responsible for ensuring compliance with Rockdale County planning, zoning, licensing, and land use standards, codes, rules, and regulations. Code Enforcement Officer II is the fully competent level of experience. This classification is differentiated from Code Enforcement Officer I classification by the level of experience and certification requirements. Work includes conducting field inspections and issuing citations as needed. Work is assigned by administrative superior in terms of department goals and objectives. Work is spot-checked and reviewed for accuracy, nature, and propriety of results.

Requirements

  • High school diploma or equivalent.
  • Three (3) years of experience in the code enforcement field.
  • OR have a combination of education, training and work experience that Is equivalent to #1, and#2 above that provides the requisite knowledge, skills, and abilities for this job.
  • IPMC Property Maintenance & Housing Inspector Certification or Georgia Association of Code Enforcement Level I Certification.
  • Valid State of Georgia Driver’s License

Responsibilities

  • Assists Inspections and Code Enforcement personnel in projects that will enhance the efficiency of the day-to-day operations of the Department.
  • Manages and creates case files for complaints and violations. Assists with the ordinance violation calendar in Magistrate Court.
  • Conduct field investigations to determine compliance with properties with county codes and issue notices of violation or citations for non-compliance.
  • Performs land use and zoning inspections under the codes.
  • Performs zoning permit inspections based on approved plans to ensure compliance with codes and regulations.
  • Researches and reviews legal descriptions, plat restrictions and property ownership information.
  • Trains new employees as a field training instructor, which focuses primarily on the county's Property Maintenance and Zoning codes, Building & Development, Business License, and customer service policies and procedures; trains officers on new software and field operational changes.
  • Leads commercial corridor sweeps, business license inspections, and residential community sweeps.
  • Responsible for attempting to resolve difficult code enforcement cases before they reach the management level; and for developing and maintaining an effective customer service-oriented approach.
  • Attends meetings of community organizations and neighborhood associations to inform and educate citizens.
  • Performs inspections regarding business license and alcohol license issues, secures licenses and merchandise and posts notices at establishments when required due to violations.
  • Rides streets/roads and reports to responsible department for cleanup. Perform duties as specialty officer for fleet, safety, or vacant properties.
  • Inspects reports of illegal dumpsites and outside trash storage around businesses and residential areas.
  • Testifies at hearings regarding notices of violations or citations issued to code violators, lead officer for egregious cases.
  • Meets with public daily to educate and enforce ordinances.
  • Issues citations for violations of the code of Rockdale County, Georgia, for prosecution in Magistrate Court.
