About The Position

Code Enforcement Officer I ensures that businesses operating within the City of Atlanta comply with the City’s Code of Ordinances related to occupation tax. Responsibilities include investigating business operations, verifying occupation tax certificates, issuing citations to non-compliant businesses, and testifying in court proceedings. This position requires strong communication and customer service skills, sound judgment in enforcement activities, and the ability to work effectively in the field and in court. Officers must maintain accurate records, respond to complaints, and collaborate with other compliance staff and city departments. This role is a non-supervisory position. Requirements

  • Associate’s degree in Criminal Justice, Law Enforcement, Police Science, Business Administration, Finance, Accounting, or a related field; OR an equivalent combination of education, skills, experience, and training.
  • 1 to 3 years of related experience in code enforcement, compliance, inspections, or a similar regulatory role, preferably in the public sector.
  • Valid Georgia driver’s license
  • Knowledge of municipal code enforcement methods, investigative techniques, reporting practices, and safety procedures.
  • Strong interpersonal skills with the ability to build positive relationships with the public, businesses, and city staff.
  • Excellent oral and written communication; ability to de-escalate tense or confrontational situations.
  • Strong organizational and detail-oriented work habits; ability to manage multiple priorities.
  • Proficiency with Microsoft Office Suite; intermediate Excel skills preferred.
  • Ability to interpret and apply ordinances, codes, and regulations consistently and fairly.
  • Sound judgment, discretion, and tact in handling confidential or sensitive matters.
  • Analytical skills to research issues, prepare reports, and recommend solutions.
  • Ability to work independently with minimal supervision while contributing to a collaborative team environment.
  • Commitment to outstanding internal and external customer service.
  • Completion of assigned monthly investigations/inspections.
  • Maintain a clean driving record with no violations or incidents while operating a City vehicle.
  • Successful completion of required annual defensive driving training.
  • Compliance with all City of Atlanta and Department of Finance policies.

Nice To Haves

  • Intermediate proficiency with MS Office and particularly able to demonstrate a high level of proficiency with MS Excel

Responsibilities

  • Conduct field inspections and investigations to identify businesses operating without valid occupation tax certificates.
  • Verify proper certificates are obtained, current, and displayed as required by code; issue notices or citations for violations.
  • Testify in municipal court, hearings, and legal proceedings; prepare and present case documentation.
  • Perform field audits to evaluate business activity and identify unregistered or non-compliant businesses.
  • Respond to complaints and inquiries from the public, explaining ordinance requirements and enforcement procedures.
  • Maintain accurate records of inspections, investigations, violations, hearings, and follow-up actions in licensing systems.
  • Provide clear, professional communication to taxpayers and business representatives regarding account status, violations, and compliance steps.
  • Collaborate with colleagues to share knowledge, assist new staff, and support team investigations.
  • Prepare reports, recommendations, and documentation for management review.
  • Coordinate enforcement actions with other City departments, regulatory agencies, and external partners.
  • Support continuous improvement of compliance processes, procedures, and reporting.
  • Maintain up-to-date knowledge of City ordinances, departmental policies, and compliance procedures.
  • Perform other related duties as assigned.
