About The Position

The Code Enforcement Officer II performs specialized inspections and enforces municipal, land development, and property maintenance codes within city boundaries. Schedules and performs systematic property maintenance inspections to maintain or achieve minimum property standards and handles difficult technical problems as needed. Seeks advice on the more complex/difficult technical problems from a supervisor. Works in the field and is responsible for making low impact decisions requiring technical discretion, judgment, and familiarity with a broader variety of problems.

  • High school diploma or GED.
  • Three (3) years of experience in heavy customer service, of which six (6) months must be in interpreting and enforcing specialized code/ordinances, investigating code violations and/or issuing citations.
  • Valid Texas Driver's License with good driving record.
  • Code Enforcement Officer issued by TDLR.
  • Valid Driver license in good driving record.
  • A current Code Enforcement Officer certification (or higher) issued by the Texas Department of Licensing and Regulations (TDLR) and one (1) year of code enforcement experience will meet the licensure and experience requirements.
  • Availability to work varying shifts including nights, weekends, and holidays.

Responsibilities

  • Conducts detailed inspections of properties, including interior inspections, to ensure compliance with structural, zoning, and health codes. Works closely with property owners to schedules inspections to ensure thorough examination of potential violations.
  • Investigates, identifies, addresses code violations, utilizing technical knowledge and judgement to interpret codes accurately. Assesses probable cause and executes warrants for inspection when necessary and conducts additional research to understand the full scope of compliance issues.
  • Engages and collaborates with citizens, property owners, developers, and business operators to educate them on code requirements. Uses discretion and judgement to determine effective methods for achieving compliance, balancing education with enforcement actions.
  • Maintains detailed records of inspections, including photos, violation notations, and enforcement actions. Prepares comprehensive reports and evidence for legal proceedings, ensuring accuracy and thoroughness in documentation. Issues citations and responds to citizen complaints.
  • Utilizes judgement and discretion in planning and executing inspection schedules, enforcement actions, and educational outreach. Coordinates with other departments and agencies as needed to address multi-faceted compliance issues. Educates citizens, developers, and business owners on code regulations and standards.
  • Operates city vehicles to conduct inspections across the city.
  • Continuously updates knowledge on complex code standards, regulations, and enforcement techniques. Attends training and professional development opportunities to enhance technical abilities and stays informed about changes in codes and laws.
  • Provides testimony in court cases related to complex code violations. Works to prepare cases, presenting evidence and explanations to support enforcement actions. Prepares cases for triage presentation to Intensive Case Resolution or Community Prosecution Teams as needed.
