Requirements

  • An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
  • High School Diploma or GED equivalent
  • Two (2) to three (3) years previous experience in zoning, land use, code enforcement, or covenant enforcement; or an equivalent combination of education, training, and experience.
  • Colorado Association of Code Enforcement Officials (CACEO) Zoning Inspector Certification, or ability to obtain within one (1) year of hire.
  • Valid driver’s license
  • Knowledge of zoning regulations, land use principles, development standards, and municipal code enforcement practices.
  • Knowledge of local government operations and the legal framework surrounding code compliance and administrative procedures.
  • Knowledge of mediation, negotiation, and conflict resolution techniques.
  • Ability to interpret technical, legal, and regulatory documents.
  • Ability to use monitoring equipment, including but not limited to light and noise meters.
  • Strong problem-solving, organizational, and analytical skills.
  • Strong oral and written communication skills, including the ability to speak confidently before the public, boards, commissions, and judges.
  • Ability to work independently with minimal supervision and collaboratively as part of a team.
  • Ability to maintain professionalism in high-pressure, fast-paced, and occasionally confrontational situations.
  • Ability to manage multiple priorities and meet deadlines.
  • Ability to safely operate a Town vehicle and perform tasks requiring visual and auditory discrimination.
  • Regular fieldwork requires access to residential properties, commercial sites, construction areas, and undeveloped land in all weather conditions.
  • Availability to work regularly two (2) weekend days a month.
  • Availability to work occasional evenings, weekends, holidays, or emergency situations as required.
  • Moderate physical work to include lifting, carrying, pushing and/or pulling objects and materials up to 25 pounds
  • Frequent performance of activities requiring a full range of body movement including climbing, balancing, stooping, kneeling/bending, crouching, crawling, and/or twisting
  • Frequent hand/eye coordination to operate tools and electrical equipment as well as for driving equipment and vehicles
  • Vision for reading, recording and interpreting information
  • Speech communication and hearing to maintain communication with employees and citizens

Responsibilities

  • Investigate zoning, land use, and sign code complaints for residential and commercial properties.
  • Conduct field and property inspections to determine compliance with Town laws, ordinances, regulations, and development standards.
  • Identify violations, issue notices of violation, and document findings accurately and thoroughly.
  • Conduct follow-up inspections to verify compliance and resolution of violations.
  • Exercise discretion and sound judgment when addressing violations, with an emphasis on voluntary compliance.
  • Serve as a Town representative to property owners, residents, businesses, and community organizations.
  • Explain code requirements clearly and professionally; provide guidance on corrective actions and compliance options.
  • Mediate disputes and navigate adversarial or occasionally hostile situations with professionalism and tact.
  • Assist with the development and delivery of outreach and education programs to improve community understanding of zoning and code requirements.
  • Prepare detailed case documentation, photos, reports, correspondence, summonses, and notices related to complaints and investigations.
  • Coordinate with the Town Attorney’s Office on cases requiring legal action, including evidence preparation and testimony in Municipal Court.
  • Maintain confidentiality of sensitive information in accordance with Town policy and state and federal regulations.
  • Maintain organized and accurate records in accordance with approved policies and procedures.
  • Track code compliance activities and prepare periodic and monthly summary reports to support departmental operations and effectiveness.
  • Conduct research related to assigned issues, including photographic documentation of properties, signage, and variance-related conditions for staff reports.
  • Perform duties in accordance with Development Services timeline guidelines.
  • Coordinate with Planning, Building, and other Town departments on site compliance, skyline inspections, and other related projects as needed.
  • Communicate effectively with other jurisdictions and agencies regarding zoning violations and public welfare or safety concerns.
  • Represent the department at meetings, training sessions, public events, hearings, and Municipal Court proceedings.
  • Participate in professional development opportunities to maintain current knowledge of zoning, code enforcement, and best practices.
  • Perform other duties as assigned or required.
  • Conducts field inspections for the removal of signs placed illegally in the Town right of way.
  • Determines the Town boundaries to ensure the signs are within Town right of way before removal
  • Explains Town ordinances and regulations related to sign code regarding sign removal to any customers who have questions.
  • Ability to use GIS mapping tool to discern the Town boundaries.
  • Ability to use all safety precautions when driving and parking to remove signs.
  • Safety light bars and safety vest must be used at all times and best practices for safe parking.
  • Performs other duties as assigned.
