About The Position

Investigates and inspects residential, commercial, industrial, and vacant structures and properties for compliance with City codes, zoning ordinances, and other applicable property use and maintenance regulations. Contacts and communicates with property owners, contractors, other interested parties, staff, and various departments regarding code violations. The position enforces various Codes and the Code of Ordinances.

Requirements

  • Ability to read, interpret, and enforce applicable City, State, and Federal codes, ordinances, and regulations.
  • Ability to maintain accurate records with attention to detail.
  • Possess excellent customer service skills and can excel at applying the City of Hurst’s Code of Ideals in all interpersonal relations with city staff and the public.
  • Ability to communicate effectively with internal and external customers.
  • Ability to sit for extended periods of time to operate standard office equipment, including computer keyboard, telephone, smart phone, iPad, calculator, copier, fax machine, and printer.
  • Ability to operate a city vehicle safely.
  • Ability to work indoors and outdoors in extreme temperatures or inclement weather with some exposure to dust, odor, electrical, mechanical, and other toxins using property safety precaution.
  • High school diploma or equivalent.
  • An equivalent combination of education, training and/or experience that provides the required knowledge, skills and abilities to perform the essential functions of the job.
  • Must have regular and punctual attendance, reliable transportation, flexibility to work overtime, evenings and / or weekends and respond to emergency situations during non-scheduled work hours.
  • Must pass a pre-employment drug screen and a physical essential job function screening.
  • Must have and maintain a valid Texas driver’s license with an acceptable driving record as defined by City policy.

Responsibilities

  • Courteously and professionally responds to alleged violations; interviews complainants and witnesses: communicates with property owners and other interested parties.
  • Investigates, inspects, and re-inspects properties, including, but not limited to, parking, fences, high grass / weeds, signs, pools, premises, irrigation, health / safety, and interior and/or exterior of structures for compliance with the City’s Code of Ordinances and associated Codes. Issues stop work orders when necessary.
  • Requires data entry, creating, updating and maintaining records, prepares detailed reports, upload pictures, compose and mail notification letters, and inspect various property conditions both internally and externally.
  • Conducts various inspections, at various locations, for various time increments, including but not limited to: damage, fire, deterioration, and maintenance.
  • Educates property owners, managers, and contractors on proper application of Building and Zoning Codes. In addition to permit and inspection processes.
  • Enforces Zoning, Various Codes, and Code of Ordinances pertaining to property maintenance, site plans, health / safety, permitting, and inspection processes.
  • Prepares affidavits for search warrants, issues citations, prepares documentation for trials / court hearings, testifies in court regarding violation(s) / code case(s).
  • Interacts professionally and respectfully to build relationships with the community, other City Departments, and public entities to help alleviate neighborhood issues, concerns, and maintenance regulations.
  • Ability to work independently and possess critical and creative thinking.
  • Adheres to Hurst’s Code of Ideals and The Hurst Way. Fosters positive employee relations and employee morale on a City-wide basis.
  • Performs related duties as directed when such duties are logical and appropriate.
  • Regular and timely attendance are required for this position.
