About The Position

The County of Volusia is seeking an experienced Code Compliance Officer for the Building & Code Administration Division. This position will be located in DeLand, Florida, and will be responsible for specialized technical work, investigating and enforcing the County zoning, building, sign, water restriction, lot maintenance and other related ordinances. Responsibilities also include enforcing municipal, state, and federal laws and regulations related to municipal land use, zoning, public safety, property maintenance, sanitation and health, building engineering and safety, and abatement; as well as providing assistance to homeowners, tenants, and the business community.

Requirements

  • Graduation from high school or possession of a GED and two (2) years of experience working with the public in regulatory enforcement, investigative work, complaint processing, interpreting and enforcing applicable City, State and Federal codes, ordinances and regulations related to construction, zoning and nuisance issues or related field.
  • A comparable amount of education, training, or experience may be substituted for the minimum qualifications.
  • Must possess and maintain a valid Florida Driver's license at the time of hire.
  • Must attain and maintain through Continuing Education Unit (CEU's), a Florida Association of Code Enforcement certification in "Fundamentals of Code Enforcement" and "Legal Issues of Code Enforcement" within three (3) years of hire.
  • Knowledge of zoning, signs, water restrictions, lot maintenance, other related ordinances and some building codes.
  • Abilityto locate property using legal descriptions and maps.
  • Ability to interpret the zoning, sign, and lot maintenance ordinances.
  • Ability to research property history and access data using computer databases.
  • Ability to investigate complaints.
  • Ability to deal with the general public in adverse situations, exercising a high degree of tact, diplomacy,and persuasion.
  • Ability to use good judgment in seeking compliance.
  • Ability to communicate effectively with all types of people.
  • Ability to disseminate information to the general public about the ordinances.
  • Ability to prepare written and oral reports on findings.
  • Ability to maintain files.
  • Ability to prepare cases utilizing computer programs.

Nice To Haves

  • The preferred candidate, having met the minimum requirements, will have at least three (3) years of experience in a Governmental Regulatory Agency, Building Department, Law Enforcement, State agency, or similar and/or construction industry.

Responsibilities

  • Researches, investigates and resolves complaints and violations with the complainant and violators.
  • Where possible, remove signs from the Right of Way.
  • Converses with complainants and violators in person, on the telephone, by E-mail, or by written correspondence.
  • Issues summonses, and citations when necessary.
  • Prepares presentations for the CEB (Code Enforcement Board) or court hearings, including all pertinent documents, photos, graphics and other supporting evidence.
  • Generates notices and case history by computer data entry.
  • Maintains records of complaints, violations, rechecks, and dispositions.
  • Follows up all complaints and violations until resolved.
  • Assures that the supervisor and others are apprised of any important, unusual or sensitive areas involved.
  • Coordinates office work and field investigations with other agencies so as to further enforce all County code compliance efforts.
  • Attends, presents cases and testifies at Code Enforcement Board hearings and court hearings.
  • May be assigned to other county locations based upon operational needs.
  • Attends work on a regular and consistent basis.
  • Must adhere to Federal, State, County and Local ordinances.
  • Responds to emergency situations.
  • Performs other duties as assigned.
