About The Position

Under limited direction, the Code Enforcement Manager oversees, manages, and supports all code enforcement activities for the City. Evaluates violations, assesses investigations, and supports staff. Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:Manages, oversees, supervises, and monitors the code enforcement work done for the Planning and Development department; performs daily field activity assessing code compliance matters throughout the City.Supervises and directs division staff, oversees the enforcement of the sign regulations, and manages all BTR activity; hires, trains, and mentors employees, reviews payroll, and provides performance evaluation, feedback, and possible discipline.Receives and responds to citizen complaints regarding code compliance and violations; supports staff dealing with challenging cases and problematic responses.Serves on various committees and attends multiple meetings weekly to ensure code compliance activities are communicated and that regulations are explained to the general public.Manages the prosecution of cases before the Municipal Code Enforcement Board and Special Master through the Civil Citation program; review all legal documentation submitted to ensure adequate notice given and proper codes cited; manages lien reduction requests and stipulations agreements in conjunction with the Legal Department.Assists and manages the development of the department budget and oversees fiscal activities; tracks revenue and expenses and manages all Business Tax Receipts.Manages and operates DAVID system through contractual obligation with Department of Highway Safety and Motor Vehicles; interacts daily, provides approvals, and makes checks for adherence to strict rules.Performs other duties as assigned.

Requirements

  • A valid State driver's license is required.
  • Bachelor's Degree in Public Administration, Law Enforcement, Planning, or closely related field AND eight (8) years of professional level experience with at least two (2) years in a supervisory capacity working in the application of development, nuisance, or zoning codes; OR an equivalent combination of education, training, and experience may be considered.
  • Knowledge of City codes, ordinances, and procedures
  • Public Nuisance abatement, foreclosures, and Land Development Codes
  • Code enforcement
  • Code Compliance relating to development services
  • City of Clearwater Community Code and Florida ordinances
  • Computer software systems and programs
  • General office policies and procedures; computers and general office equipment
  • Skill in Supervising, managing, and training subordinate staff
  • Engaging with customers, contractors, and inspectors
  • Interpreting and enforcing codes and ordinances
  • Enforcing code ordinances and regulations with firmness and impartiality
  • Maintaining files and documents; preparing cases for hearing
  • Communicating effectively, verbally and in writing
  • Establishing and maintaining effective working relationships
  • Operating a computer and related software

Nice To Haves

  • Florida Association of Code Enforcement (FACE) Certification is preferred; must be able to obtain and maintain FACE certification within two (2) years of hire date.
  • Employees selected for this position must meet FDLE guidelines in order to access sensitive and/or confidential information. Applicants with arrest histories for felonies or serious misdemeanors may be denied access to this information and as such, will not meet the minimum qualifications for a position with the City of Clearwater.
