ITS HSC Mainframe Application Development The ITS Human Services Cluster (HSC) performs application program development, maintenance, and enhancement activities for the various information technology systems that support the business of a number of State agencies, including Office of Temporary and Disability Assistance (OTDA), the Office of Children and Family Services (OCFS) and the Department of Labor (DOL). OTDA, OCFS and DOL are responsible for supervising the administration of human services programs provided under various Federal and State sponsored programs in a federated approach to deliver integrated human services in multiple systems. Many of these applications are within a mainframe environment utilizing COBOL technology. These systems include, among others, the Welfare Management System (WMS), Benefit Issuance Control System (BICS), NYC Payments System, Child Support Management System (CSMS), Client Notices System (CNS) and systems that support the administration of Unemployment Insurance. Daily Tasks will include but are not limited to the following: Provide general system design, application programming, unit and integration testing of developed programs and documentation of those efforts. Programming tasks may include complete unit routines or functional routines that make up discrete parts of functional units. Programming will utilize structured COBOL.
